At 11:00 p.m. on June 15, after the second Covid-19 infection case appeared in Vinh City, the Provincial Steering Committee for Covid-19 Prevention and Control held an urgent meeting at the Vinh City Party Committee headquarters. Unknown source of infection

Director of the Department of Health Duong Dinh Chinh said that the second Covid-19 patient in Vinh City was born in 1989, an employee of a bank in Vinh City. The patient is a permanent resident of Hung Dung Ward, Vinh City. From a professional perspective, it can be assessed that this case may have started on June 5, and started showing clinical symptoms on June 8.

According to the Director of the Department of Health, the source of this patient's F0 is unknown, and to find F0, we must trace back 15 days. According to the patient's initial statement, it is not related to previous cases.

The Director of the Department of Health said that, in the immediate future, it is necessary to quickly investigate and trace the F1s of this case for centralized isolation, and conduct sample collection on the night of June 15. In addition, it is necessary to exploit the F2 subjects, collect samples and disinfect alley 95 (with 15 households and 48 people), Hung Dung ward (Vinh city).

Summon, quarantine and collect samples of all employees of the bank where the patient works. At the same time, disinfect the bank branch headquarters and temporarily suspend the operation of this bank branch. These tasks must be carried out tonight (June 15).

The Director of the Department of Health also said that in the long term, it is necessary to investigate all F2 and F3 of this case and in addition, it is necessary to go back 15 days to find F0 of this case.

Vice Chairman of the Provincial People's Committee Bui Dinh Long said that the epidemic situation is expected to be very complicated in the near future. Therefore, the tracing must be assigned to the police force, and the F1 subjects must be quarantined as soon as possible. Because this case is complicated and the source of infection is unknown, a large-scale lockdown must be implemented.

RAPID TRACING, ZONEING, AND TIMELY ISOLATION

Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that this case is more complicated than the case discovered in Ha Huy Tap ward because the source of infection has not been determined.

Emphasizing the guiding viewpoint of having to handle the situation quickly, promptly, and decisively, the Chairman of the Provincial People's Committee said that it is necessary to quickly trace, isolate, and take samples for testing of F1 cases of this patient for immediate centralized isolation because the transmission cycle of this virus is very fast. This task must be carried out immediately on the night of June 15.

Vinh City prepares a centralized quarantine area that meets all conditions, first of all isolating the patient's family members. The Chairman of the Provincial People's Committee decided to block off the entire residential area between Nguyen Phong Sac - Ngo Quyen - Phung Khac Khoan - Nguyen Gia Thieu streets (including three blocks of Xuan Bac, Xuan Nam and Van Tien) according to Directive 16 of the Prime Minister, trying to collect samples for testing for residents in the area as soon as possible. In addition, apply social distancing according to Directive 15 of the Prime Minister for the entire Hung Dung ward.

In addition, all VPB Bank branches, Summer Hotel, coffee shops were locked down, and disinfectants were sprayed at the places where this patient visited.

The Chairman of the Provincial People's Committee recommended that businesses in Hung Dung ward stop operating if not necessary, and that people strictly follow the "5K" recommendation; inform people of the places where this case went so that people can make medical declarations and take samples for testing.

The Chairman of the Provincial People's Committee also requested to stop outpatient examination and treatment activities at Vinh General Hospital and Cua Dong General Hospital. At the same time, organize testing for all medical staff, employees and patients at these two hospitals.

In terms of expertise, the Chairman of the Provincial People's Committee assigned the Health Department to preside over and assist Vinh City in tracing, isolating, and collecting samples for testing. Vinh City immediately took urgent measures assigned during the night; increased full and timely dissemination of information related to the case to advise people to protect themselves and the community, and not to provide inaccurate information./.
