The conference aims to evaluate the effectiveness of administrative reform (AR) and IT application in the province, identify the causes and have solutions to implement in the last 6 months of 2017.

Regarding administrative reform in the first 6 months of 2017, Mr. Dau Van Thanh - Director of the Department of Home Affairs reported on the following contents: Institutional reform, Organizational reform, Administrative procedure reform; implementation of the one-stop mechanism, the inter-connected one-stop mechanism, Building and improving the quality of cadres, civil servants, public employees, Public finance reform; Modernization of offices... Accordingly, 46/46 administrative agencies, Party agencies, provincial-level mass organizations and 178/178 provincial-level public service units have well implemented the autonomy and self-responsibility mechanism. As of May 10, 2017, the VNPT i-0office system has had the participation of 14 departments, branches, 21 districts, cities and towns; providing 808 online public services at level 3; 13 online public services at level 4.
In addition, administrative reform work still has many shortcomings and limitations such as: Administrative reform plans of some units are issued slowly. Many units have a low rate of administrative procedures applied under the one-stop mechanism, such as the departments of: Education and Training, Finance, Science and Technology, Health, Inspection; People's Committees of districts: Anh Son, Do Luong, Nghi Loc, Nghia Dan, Quy Hop, Que Phong, Tan Ky, Tuong Duong, Thanh Chuong, Thai Hoa, Vinh City, Hoang Mai Town;...
Processing and resolving work for individuals and organizations in some areas of work is still slow, even prolonged. The use of online public services is not popular. Discipline and administrative discipline in some units are not strict, and the implementation of cultural regulations in the workplace is not complete...
In the last 6 months of the year, the Department of Home Affairs will focus on implementing the tasks of the 2017 State Administrative Reform Plan to ensure progress. Issue Directives to direct sectors and levels to enhance their responsibility in implementing administrative reform; review and advise the Provincial People's Committee to issue new, amend, supplement, and abolish legal documents (QPPL) that are no longer in accordance with regulations; inspect, review, and evaluate the implementation of issued QPPL documents.

Review and rearrange the organizational structure of agencies and units in accordance with the regulations of the Central Government and the Provincial People's Committee, in conjunction with the implementation of the job position project, streamlining the payroll and restructuring the team of cadres, civil servants and public employees. Research and propose simplification of administrative procedures.
Deploy information technology applications to serve recruitment and promotion examinations according to the principle of competition. Exploit and make good use of civil servant management software; deploy public employee management software. Streamline the payroll according to plan. Correct administrative discipline and order, improve public service ethics.
The representative of the Department of Information and Communications reported on the application of IT in the province, showing that the whole province has a total of 5,162 public services, including 4,300 level 2 public services; 849 level 3 online public services; and 13 level 4 online public services deployed.
In the first 6 months of the year, the system received 117,139 applications, of which: 97,034 applications were resolved; of which 14,224 applications were resolved late (accounting for 12%).
At the conference, there were many opinions from leaders of departments, branches, and units evaluating, contributing ideas, and proposing solutions to improve the quality of administrative reform and IT application. In particular, delegates proposed many solutions such as: promptly amending Decree 85 on specific instructions on how to delegate autonomy to district-level health units through the district's financial department; supplementing regulations on the legality of digital signatures; promoting inspection and supervision; improving administrative reform discipline, focusing on improving public ethics, and defining responsibilities for each individual and organization....

Chairman of the Provincial People's Committee Nguyen Xuan Duong concluded the conference by acknowledging the efforts of the units in administrative reform and IT application; highly appreciating the opinions and suggestions of the delegates. The Chairman of the Provincial People's Committee also noted that after the assessment and implementation of the next tasks, how will the implementation movement be implemented at the grassroots level? and required all to perform synchronously, and at the same time, must attach responsibility to the head.
Regarding the 17-level drop in the PAR Index, which has caused concern among the people and businesses, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to review the causes to propose solutions to improve the quality of PAR. At the end of the year, units must have an accurate assessment of their capacity, responsibility, and performance results, and must make it public so that there can be leadership and direction, commending units that perform well and criticizing units that perform poorly.
Regarding IT application, the Chairman of the Provincial People's Committee requested all departments, branches and units to review and connect the online public service system nationwide by September 1, 2017. Make administrative reform and IT application an important priority from now until the end of the year. At the same time, he requested the press to increase reporting on the province's administrative reform content, commend individuals and groups that have performed well and criticize and reflect on cases that have not performed well.
