On the morning of June 22, the Provincial People's Committee held a regular meeting in June 2021. Concluding the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that in the first 6 months of the year, the province carried out many tasks in the context of the complicated developments of the Covid-19 pandemic, but the province has made efforts in leadership, direction and management. At the same time, the leadership and direction of the Provincial Party Committee were very clear, consistent, timely and specific, creating favorable conditions for the government to carry out assigned tasks.

The Chairman of the Provincial People's Committee said that although the work of preventing and fighting the Covid-19 epidemic in the past time had a prepared scenario and was implemented drastically, there were still issues that needed to be learned from experience.

Nghe An: GRDP growth rate in the first 6 months of the year ranked 14th/63 nationwide

(Baonghean.vn) - Despite many difficulties due to the impact of the Covid-19 epidemic, the province's GRDP growth rate in the first 6 months of the year is still estimated at 7.58%/scenario 7.61%; ranked 2nd in the North Central region, ranked 14th out of 63 provinces and centrally-run cities.

The Covid-19 epidemic will continue to develop complicatedly, affecting people's lives, production and business, and the implementation of socio-economic development tasks of the province.

Regarding the key tasks and solutions for the last 6 months of the year, Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels, sectors and localities to prioritize and focus on the prevention and control of the Covid-19 epidemic, with the guiding viewpoint: Timely - drastic - synchronous - relying on the people.

“The entire political system at all levels must take drastic action and deploy synchronous measures to promptly control and repel the Covid-19 epidemic in the area to achieve the “dual goal”: both preventing and fighting the epidemic and developing the economy and society.

Sectors and localities must strictly implement the directions of the Central Government, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Steering Committee with a proactive spirit, without subjectivity or confusion, especially in tracing and isolation work. The work of isolating areas widely, but the blockade must be narrow, social distancing must be reasonable, creating conditions for socio-economic development. Take advantage of the time of social distancing to control, contain, and soon repel the epidemic.

Appreciating the positive and proactive role of the health sector in recent times, the Chairman of the Provincial People's Committee requested the sector to continue implementing measures according to the sector's direction. Establish a rapid response team to support localities in the fastest way to handle any arising situations; prepare resources, human resources, and material resources for Covid-19 prevention and control and carry out the vaccination campaign.

Proactively adjust the province's Covid-19 prevention and control scenario, direct localities to adjust the epidemic prevention and control scenario to a higher level because the epidemic situation is extremely complicated. Urgently deploy the construction of a field hospital in Hung Nguyen district and prepare additional locations in Nghia Dan district when the epidemic situation becomes complicated.

The provincial police preside over the investigation, tracing, and strict handling of violations in disease prevention and control, especially violations in dishonest declaration, allowing the disease to spread.

Districts, cities, towns, especially the 5 localities with the epidemic: Vinh City, Dien Chau, Nam Dan, Tan Ky, Quy Hop must focus on the work of suppressing the epidemic to soon control the epidemic and loosen social distancing.

Other localities proactively prepare epidemic prevention and control measures according to the principle of preventing from the outside but controlling from the inside, especially people returning from epidemic areas. Implement the principles and motto of "4 on-site", persistently follow the principles of epidemic prevention and control.

Localities coordinate with sectors to organize inspections and supervise the management and control of epidemic prevention and control work, because these are areas where infection will be very complicated, leading to production stagnation.

Regarding the task of socio-economic development, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the viewpoint of the Provincial People's Committee is to continue implementing the set economic development targets and goals, in the spirit of no adjustment, with 12 groups of tasks and 145 specific tasks.

Comrade Nguyen Duc Trung also assigned the task to the Agriculture sector to focus on directing the production of the summer-autumn and winter-spring crops, proactively implementing measures to prevent and control diseases on crops and livestock, and PCCR. The Industry and Trade sector continues to grasp and remove difficulties for industrial production; support projects preparing to put into production, ensure supply and demand of goods, avoid price increases and price hikes during the epidemic; promote trade promotion activities.

Sectors and localities must focus on thoroughly implementing the disbursement of public investment capital to achieve the disbursement target of 100%. By the end of the third quarter, the disbursement rate of public investment capital must reach over 60%, and even reach this rate in August.

Heads of departments, branches, localities, and investors must register in writing the disbursement progress each month and each quarter until the end of the year; in cases where the commitment is not met, the head must take responsibility and have capital transferred, focusing on key projects and projects with good disbursement.

The head of the provincial People's Committee also requested to review and ensure that the budget revenue is exceeded according to the estimate, and pay attention to the reasonable allocation of revenue sources, especially revenue from land use. Therefore, the progress of land use rights auctions in some localities is temporarily suspended for review and reasonable calculation for the common goal of the province. In addition, it is necessary to control expenditures well, reduce unnecessary expenditures, and continue to save 10% of regular expenditures.

The Chairman of the Provincial People's Committee also requested to ensure medical examination and treatment, health care for people; organize high school graduation exams safely, in accordance with regulations and rules; support people and businesses facing difficulties due to the epidemic, and organize appropriate cultural activities.

Administrative reform and administrative procedures need to have more breakthroughs, continue to innovate in the direction of: "Fast - correct - effective"; implement the principle of enhancing "solutions, resolutions" to replace "explanations, explanations".

Sectors and localities need to focus on removing procedural obstacles for investors, especially land procedures, simplifying and shortening the time to handle administrative procedures.

The Chairman of the Provincial People's Committee requested all levels, sectors and localities to focus on completing the construction of the Provincial Planning for the period 2021-2030, with a vision to 2050. Prepare to develop the Socio-Economic Development Plan for 2022, the Public Investment Plan for 2022; the State Budget Estimate for 2022, and the 3-year Financial Plan (2022-2024). Regarding the recommendations of localities, the Provincial People's Committee will assign tasks to the sectors to consider, handle and resolve.
