Nghe An - Vietnam Academy of Social Sciences signed a cooperation agreement for the period 2025 - 2030
On the morning of April 21, in Vinh City, Nghe An Provincial People's Committee and Vietnam Academy of Social Sciences held a meeting to summarize 12 years of cooperation (2012 - 2024) and signed a cooperation agreement for the period 2025 - 2030.

On the side of Nghe An province, there were comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; together with leaders of the Provincial Party Committee's Propaganda and Education Commission and the Provincial Party Committee's Mass Mobilization Commission, provincial departments and branches.
On the side of the Vietnam Academy of Social Sciences, Dr. Phan Chi Hieu - Party Secretary, President of the Institute was the Head of the delegation.
Effective cooperation linked to practice
Over 12 years of implementing the cooperation agreement, social science and humanities research activities in Nghe An have been increasingly practical, focusing on practical issues facing the province's development.
Many research topics and tasks with high scientific content have initially shown effectiveness, contributing significantly to raising awareness and innovating approaches to social science issues.

In particular, a number of large-scale projects and works have brought high scientific value and practical application, directly serving the development of strategies and policies for the province's socio-economic development.
The work of linking training and fostering experts and researchers in the fields of social sciences is focused on, contributing to improving the quality of human resources for the province.
Through the process of coordination and professional exchange between experts and scientists, especially those from the Academy, the research capacity of social science staff in Nghe An has been significantly improved.

In addition to experienced researchers, a team of young researchers from Vinh University, the Center for Social Sciences and Humanities and a number of other units has initially been formed, creating a solid foundation for the sustainable development of the field of social sciences and humanities in the province.
Information and communication work on social sciences and humanities has also been promoted. Many experts and researchers have actively participated in writing articles for the province's science and technology communication publications, including the Special Issue on Social Sciences and Humanities.
Enhancing cooperation to serve comprehensive and sustainable development
At the meeting, leaders of Nghe An province and the Vietnam Academy of Social Sciences exchanged, discussed, and frankly acknowledged the shortcomings, limitations, and practical development requirements of the locality. From there, the two sides agreed on the direction of cooperation in the new period, ensuring that it is suitable for the development context and strategic transformation requirements of the province.

Speaking at the meeting, Chairman of the Provincial People's Committee Le Hong Vinh affirmed and highly appreciated the cooperation results between the two sides, opening a new journey to exploit the treasure trove of knowledge to create a scientific basis for planning development strategies, contributing to the economic and social development, ensuring national defense and security of the province.
The upcoming period of 2025 - 2030 will be a strategic transition period, Comrade Le Hong Vinh affirmed, Nghe An clearly identified: "Development must not only be fast but also sustainable. Not only growth but also breakthrough. Not only innovation but also creativity and identity".
On that basis, the Chairman of Nghe An Provincial People's Committee proposed that the new cooperation program between the Academy and the Provincial People's Committee focus on a number of specific key areas.
Accordingly, economic and sustainable development need to be based on knowledge through research on new growth models, regional linkages, marine economy, digital economy; linking digital transformation and innovation with increased productivity and quality of life.
Regarding society, culture and ethnicity, the head of Nghe An Provincial People's Committee proposed to conduct research to develop policies for the development of mountainous areas and ethnic minorities in a fundamental and sustainable manner; exploit cultural values to develop tourism, education and local identity.
At the same time, expand research on local diplomacy, international cooperation, attract high-quality resources; enhance the image, brand and influence of Nghe An in the region.
The Chairman of Nghe An Provincial People's Committee emphasized: Research tasks need to be designed in the direction of "ordering, by address, with specific products", closely following reality, having the ability to be quickly applied, spreading strongly and directly contributing to the implementation of major Resolutions of the Central and the province; especially in the immediate future, contributing to the construction of the Resolution of the 20th Party Congress, term 2025-2030 when operating 2-level local authority.
With the tradition of studiousness, respect for knowledge, and the strong aspiration to rise of the Party Committee, government and people of the province, the Chairman of the People's Committee of Nghe An province deeply believes: "The close, effective and intelligent companionship of the Vietnam Academy of Social Sciences will continue to be an important resource to help Nghe An break through, reach far, develop comprehensively, become a bright spot in the national development journey, and soon become a well-off province of the country".

Dr. Phan Chi Hieu - Party Secretary, President of the Vietnam Academy of Social Sciences highly appreciated the tradition, culture, history and development potential of Nghe An province; expressed joy and shared pride with the locality for the impressive achievements in socio-economic development, ensuring national defense and security in recent times.
Highly appreciating the cooperation results between the two sides over the past 12 years, Dr. Nguyen Chi Hieu said: The Institute fully agrees with the contents of the draft cooperation program for the period 2025 - 2030 and is ready to sign to continue the success of the previous period.

According to the President of the Vietnam Academy of Social Sciences, today's event is of great significance, marking a new development in the cooperative relationship between the two sides. The signing will contribute to improving the quality and effectiveness of research and application of social sciences and humanities, and training a team of research staff to serve the socio-economic development of the province.
In particular, the cooperation program will create a more favorable environment for scientists of the Institute to participate in implementing scientific and technological tasks, as well as providing policy development advice for Nghe An, contributing to realizing Nghe An's development goals.

On that basis, Chairman of Nghe An Provincial People's Committee Le Hong Vinh and Chairman of Vietnam Academy of Social Sciences Phan Chi Hieu signed a Cooperation Agreement for the period 2025 - 2030.
Accordingly, research directions in the coming time will focus on key areas: economic issues and rapid, sustainable development; social issues; culture, ethnicity; foreign affairs and international cooperation.

This activity also concretizes Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Resolution No. 17-NQ/TU dated October 29, 2024 of the Provincial Party Executive Committee on science, technology and innovation development; Action Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
