Vinh Airport Expansion: Chairman of Nghe An Provincial People's Committee requests timely handover of site
The Chairman of Nghe An Provincial People's Committee requested timely handover of the site to ensure construction progress and put Vinh airport back into operation before December 31, 2025.
Previously, on February 27, 2025, at the headquarters of Nghe An Provincial People's Committee, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting with theWorking delegation of Vietnam Airports Corporation - JSC (ACV) on implementing projects at Vinh International Airport.

Agree on the policy and expected progress of Vinh airport expansion and renovation projects
InNotice of Conclusion of the meeting, Chairman of Nghe An Provincial People's Committee Le Hong Vinh emphasized: Nghe An Province thanks and appreciates ACV's special attention in mobilizing resources to invest in building projects at Vinh International Airport, better serving the travel needs of people, tourists and attracting investment, creating momentum to promote the province's socio-economic development.
In the coming time, ACV is requested to strengthen its direction to promptly complete new projects; during the implementation process, the Provincial People's Committee will direct relevant departments, branches, and Vinh City People's Committee to closely coordinate with ACV and Vinh International Airport to resolve difficulties, problems, and related issues.
The announcement said: Nghe An Provincial People's Committee agreed on the policy and expected implementation progress.Projects at Vinh International Airport, include:
Project to expand and renovate the aircraft parking lot to ensure the exploitation of 9 parking positions for code C aircraft: Expected to start before April 30, 2025, completed in December 2025.
Project to renovate the existing T1 Passenger Terminal: Expected to start construction before April 30, 2025, and complete in December 2025.
Project to renovate existing runways: Expected to close the port to start construction before June 30, 2025 and resume operations before December 31, 2025.
Request timely handover of premises
The Chairman of the People's Committee of Nghe An province requested the People's Committee of Vinh city, relevant departments, branches and units to focus highly, prioritize time, guide and support the resolution of procedures and related problems under the responsibility of the locality, promptly hand over construction sites to complete projects to put Vinh International Airport into operation on schedule, minimize impacts on the travel needs of people and tourists and attract investment and develop the province's socio-economy.
In particular, the Chairman of Nghe An Provincial People's Committee assigned Vinh City People's Committee to preside over and coordinate with Vinh International Airport to promptly handle obstacles that violate the height to ensure airspace clearance on the flight path.
At the same time, preside over and coordinate with ACV and the Department of Agriculture and Environment to carry out procedures to adjust and supplement land use plans to implement projects and submit for approval according to regulations.
Perform the function of sub-project investor in site clearance of projects (if any), closely coordinate with ACV and Vinh International Airport to ensure compliance with regulations.
Vinh City People's Committee also needs to promptly complete the appraisal and approval of the adjustment of the zoning plan for wards and communes surrounding the airport area, paying attention to the traffic routes connecting to the airport; coordinate propaganda, strengthen security and order inside and outside the airport area, and manage planning and construction work at Vinh airport.

For the Department of Agriculture and Environment, the Chairman of the Provincial People's Committee assigned the chair to guide ACV, Vinh International Airport, and representatives of the Northern Airport Authority in Vinh to complete procedures for land allocation, land lease, issuance of land use right certificates, change of land use purpose, and receiving land handover from the area managed by the national defense to implement projects.
In particular, priority will be given to handling the defense land area that was temporarily handed over previously (in 2000 and 2002) to the Civil Aviation Authority of Vietnam.
At the same time, promptly advise on approval and adjustment of land use plans to implement projects (when proposed).
Comrade Le Hong Vinh assigned the Department of Construction to preside over and monitor the progress of projects at Vinh International Airport to promptly report and advise the Provincial People's Committee to consider and direct the removal of obstacles; strengthen the management of planning and construction within the Vinh airport area.
Based on the planning of Vinh International Airport for the period 2021-2030, with a vision to 2050 in Decision No. 201/QD-BGTVT dated February 19, 2025 of the Ministry of Transport to study and propose investment plans for local infrastructure projects connecting with Vinh International Airport.
Preside over and coordinate with relevant units to advise on documents proposing competent authorities to arrange investment funds to extend the existing runway to 3,000m before March 20, 2025.
The head of Nghe An Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to research and advise on funding plans to carry out work contents under the responsibility of the locality.

Regarding ACV, Chairman of Nghe An Provincial People's Committee Le Hong Vinh suggested consulting with the Civil Aviation Authority of Vietnam to soon announce the planning and set up boundary markers according to the approved planning.
Directing to accelerate the implementation progress of the following projects: Expanding and renovating the existing aircraft parking lot; Renovating the existing T1 Passenger Terminal; Renovating the existing runway to ensure progress as committed before December 2025.
Coordinate with Nghe An Provincial People's Committee to report to competent authorities for permission to invest in extending the existing runway to 3,000m (currently 2,400m long) to ensure the exploitation of code E aircraft for long routes to meet the future development needs of Vinh International Airport.
Develop investment roadmap for the next phase of planned projects such as: Construction of runway 2, expansion of aircraft parking area of terminal T2, expansion of passenger terminal T2, ...
Review the priority order of land use needs to coordinate with Nghe An Provincial People's Committee to work with relevant agencies in the process of project implementation.
