(Baonghean.vn) - At the regular meeting in April, the Chairman of the Provincial People's Committee requested that sectors and fields focus on restructuring operations to gradually stabilize work and achieve the highest results in the goals and tasks set out in the socio-economic development plan and budget estimate for 2020.

On the morning of April 24, the Provincial People's Committee held a regular meeting in April to listen to and give opinions on the results of the implementation of the conclusion notice of the Chairman and Vice Chairmen of the Provincial People's Committee at the March meeting and thematic working sessions in March; the implementation of the socio-economic development plan, national defense and security in April 2020, and tasks in May.

MANY ECONOMIC SECTORS ARE FACED WITH DIFFICULTIES

According to the assessment, in April, the industrial production index was 96.15% compared to March 2020, and 94.47% compared to the same period in 2019. In the first 4 months of 2020, the industrial production development index was 100.09% compared to the same period.

However, in general, business activities face many difficulties, especially in the service, tourism, restaurant, hotel, transportation, manufacturing, processing, etc. industries.

Budget revenue in the first four months reached over VND4,976 billion, reaching 32.7% of the estimate, up 4.3% over the same period in 2019, but the structure of some revenue items decreased. Tourism activities continue to face many difficulties due to the impact of the Covid-19 epidemic.

Regarding the agricultural sector, according to the assessment that crop production is good and livestock farming continues to be stable, comrade Nguyen Van De - Director of the Department of Agriculture and Rural Development reported solutions to focus on completing the targets.

PROCEDURAL PROBLEMS

Concluding the meeting, regarding the key tasks in May, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee noted that due to the Covid-19 epidemic, the celebration of the 130th anniversary of President Ho Chi Minh's birthday could not be organized as originally planned. However, it is necessary to focus on implementing celebration activities in appropriate forms, especially propaganda work; taking this activity as an emulation movement to promote socio-economic development.

In addition, the province needs to continue implementing the work of preventing and fighting the Covid-19 epidemic in the new period; implementing an action plan to deploy measures to remove difficulties and obstacles for businesses.

“Each sector must review its growth scenario,” the head of the provincial People’s Committee noted, so that appropriate growth scenarios can be developed. The Department of Planning and Investment will take the lead in synthesizing and reporting to the provincial People’s Committee in the May meeting to get an overview of the province’s socio-economic development from now until the end of the year.

To resolve problems and difficulties for businesses, the Chairman of the Provincial People's Committee assigned departments and branches such as Industry and Trade, Southeast Economic Zone Management Board, and Department of Tourism to continue to take action.

The Department of Finance needs to review and re-evaluate the entire revenue potential of the province in the coming time; restructure expenditures, and save unnecessary expenditures; proactively propose to the Central Government and the Ministry of Finance to promptly support the province; and at the same time review public assets to handle them in accordance with the law and exploit them effectively.

In the socio-cultural field, first of all, for the Department of Health, the Chairman of the People's Committee requested to continue implementing measures to prevent and control the Covid-19 epidemic; organize medical examination and treatment activities to ensure safety for the people.

Regarding epidemic prevention and control, the Department needs to pay attention to high-risk subjects; for cases of Nghe An people who test positive for SARS-CoV-2 virus and are cured in other localities and return to the province, it is necessary to proactively organize quarantine according to regulations when they return to the locality.

The Department of Education and Training organizes well the return of students to school, ensuring epidemic prevention and control; at the same time, organizes the second semester exam plan in the spirit of studying as much as possible, taking exams as much as possible.

The Department of Labor, Invalids and Social Affairs shall take the lead in advising on the effective implementation of Resolution 42 of the Government on measures to support people facing difficulties due to the Covid-19 pandemic, ensuring the right, sufficient and effective beneficiaries; and implement solutions to create jobs for workers returning to the locality in recent times, especially workers returning from abroad.

Comrade Nguyen Duc Trung also emphasized the need to promote the disbursement of public investment capital in 2020 to ensure 100% of capital as prescribed; implement key transport projects to ensure efficiency and disbursement progress.

In particular, the head of the Provincial People's Committee paid close attention and assigned the Department of Planning and Investment to be the focal point for reviewing the backlog of documents for non-budget investment projects for handling.

"Departments and branches must proactively remove procedural obstacles," said the Chairman of the Provincial People's Committee, adding that in the near future, they will work specifically on the problems of the projects to find ways to resolve them, and clarify the responsibility for handling these procedures.

For key projects, it is necessary to focus on promoting, especially projects with the potential to attract local investment such as industrial park infrastructure business projects to anticipate and attract the investment wave after the Covid-19 pandemic.

On the other hand, the Chairman of the Provincial People's Committee also noted that it is necessary to soon complete the assignment of regular police officers to work as commune police and put the Investment, Trade and Tourism Promotion Center into operation; organize the development of a socio-economic development plan for the period 2021 - 2025 in line with the actual situation; develop a provincial planning for the period 2021 - 2030, with a vision to 2050.

The Chairman of the Provincial People's Committee especially noted the need to focus on rectifying administrative discipline and order; promoting administrative procedure reform. The Provincial People's Committee Office will summarize the problems and difficulties in administrative procedures caused by agencies, even individuals, and will report them at the regular meeting of the Provincial People's Committee, starting from the meeting in May 2020.

Regarding communication work, comrade Nguyen Duc Trung requested the Department of Information and Communications and media agencies to continue communicating about the work of preventing and fighting the Covid-19 epidemic in the new situation; promoting production, business, socio-economic development; social security issues, especially the implementation of Resolution 42 of the Government; propagating the 130th anniversary of President Ho Chi Minh's birthday and other celebrations of the province.
