Huoi Cang is the central village of Bac Ly border commune, home to 182 households with 923 people, most of whom are Khmu ethnic people. In recent times, Huoi Cang people have always united and competed to develop the economy, eliminate hunger and reduce poverty, change crop structure, introduce wet rice cultivation and gradually reduce the area of ​​upland rice.

Many cultural, artistic and sports activities were organized by the people during the festival.

In particular, in 2016, the village cooperated with sponsoring organizations to pilot the planting of more than 2.5 hectares of passion fruit, creating stable income and initially bringing high economic efficiency to the people. Thanks to that, the number of well-off and rich households is increasing, while the number of poor households is gradually decreasing.

Local households signed a commitment to compete in building cultural families.
