Not enough funds to pay compensation for land acquisition and upgrading project of Le canal
(Baonghean.vn)-Voters of Dien Chau district propose: The project to dredge the Le canal in Dien Loc and Dien An sections has reclaimed land from the people but has not yet compensated them. The district is requested to speed up the compensation work for site clearance.
Regarding this issue, Dien Chau District People's Committee responded as follows:
The Nha Le Canal Renovation and Upgrading Project (Phase 1) invested by Dien Chau District People's Committee was approved by the Provincial People's Committee in Decision No. 1158/QD.UBND-NN dated April 12, 2012, with a total investment of VND 99,375 million.

The main construction items of the project include: Deepening and expanding the Nha Le canal from Phuc Nguyen hamlet, Dien Phuc commune to the end of Dien An commune (bordering Nghi Loc district), the cross-section of the canal is trapezoidal with a bottom width of 25 m (the beginning of the canal) to 5 m (the end of the canal); total length of 19,750 km, construction of 38 culverts and spillways into the canal. The construction scope of the canal covers 8 communes: Dien Phu, Loc, An, Tho, Tan, Cat, Phuc and Dien Quang commune.

Up to now, the site has been handed over and the basic construction volume in 7/8 communes has been completed (the remaining section passing through Dien Phuc commune has not been implemented yet).
Regarding compensation and site clearance:
The District People's Committee has established a Project Management Board (also a compensation council for land acquisition and clearance), assigned the People's Committees of communes to establish sub-committees for land acquisition and clearance; hired to make measurements, conduct field inventory, and prepare detailed compensation and support records for households.
| Total number of affected households is 1,231, recovered area is 38.5 hectares, expected support for compensation and site clearance is nearly 20 billion VND (compensation for agricultural land assigned according to Decree 64, crops, support for some farms and part of public land managed by the commune). |
Up to now, the District People's Committee has issued 05 decisions approving compensation plans for land acquisition and clearance, with a total value of 9,127,244,618 VND, but so far only 1,850,000,000 VND has been allocated to pay affected households. Currently, the project owes 7,277,244,618 VND according to approved decisions.
The delay in paying compensation and site clearance to implement the project for households in the above communes has been repeatedly reported by voters, but to date there is still no funding source to make final payments.

The reason is that since 2012, the Government has implemented a policy of cutting public investment, so in the period of 2012 - 2015, the higher-level budget did not support this content; on the other hand, the amount of money is too large, exceeding the annual balance capacity of the district budget, so it cannot be balanced for allocation.
This content has also been directed by the Standing Committee of the District Party Committee, People's Council - People's Committee to relevant departments, offices and units to have solutions to handle.
