Government Action Program for the 2016 - 2021 term

The government has justResolution 100/NQ-CP promulgating the Government's Action Program for the 2016 - 2021 term.

Accordingly, there are 6 main tasks focusing on direction and operation including:

1- Streamline the Government apparatus, build a team of cadres and civil servants, especially strategic-level cadres, with sufficient capacity and qualities to meet task requirements.

2- Focus on implementing solutions to innovate the model and improve growth quality, increase labor productivity and economic competitiveness.

3- Take care to improve material and spiritual life, effectively solve urgent problems; ensure social security, improve social welfare and sustainably reduce poverty.

4- Promote the human factor in all areas of social life; focus on building people in terms of ethics, personality, lifestyle, intelligence and working capacity; build a healthy cultural environment. Promote the people's right to mastery, promote the strength of great national unity.

5- Resolutely and persistently fight to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland; ensure political security, social order and safety; improve the effectiveness of foreign affairs activities, proactively and actively integrate into the international community; maintain a peaceful and stable environment and create all favorable conditions for national development.

6- Strengthen information and propaganda work.

In particular, the Resolution clearly states: Building a streamlined Government apparatus with the principle of a constructive, clean, strong, honest, and resolute Government, taking the People and businesses as the objects of service, creating a favorable environment for investment and business activities; promoting democracy, ensuring the People's right to mastery associated with strengthening discipline, order, and law enforcement...; enhancing effectiveness and efficiency in operations; stepping up the fight against corruption, waste, and bureaucracy.

Each member of the Government is responsible to the Party, the State and the People for assigned tasks; fully performs the tasks and powers prescribed in the Constitution and laws; actively participates in resolving common tasks of the Government according to the Government's Working Regulations; promotes personal responsibility in leadership, management and operation of the assigned sectors and fields; strengthens responsibility in coordinating work; regularly grasps information, proactively and promptly proposes to improve mechanisms and policies, coordinates in handling sudden, arising issues and pressing issues of public concern.

Continue to implement three strategic breakthroughs (perfecting the socialist-oriented market economy institution; fundamentally and comprehensively innovating education and training; developing human resources, especially high-quality human resources; building a synchronous infrastructure system); promote industrialization and modernization of the country associated with the fourth industrial revolution, focusing on industrialization and modernization of agriculture and rural areas associated with new rural construction. Organize the implementation of the Economic Restructuring Plan for the 2016-2020 period associated with innovation of the growth model and improvement of competitiveness.

Building Action Programs of central and local ministries and branches

On the basis of the main tasks and contents in this Action Program, based on the assigned functions, tasks and powers, the Government requests Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to urgently direct the development of Action Programs of their ministries, central branches and localities for the entire term and concretize them into tasks of the annual plan; continue to develop, review, amend and supplement mechanisms, policies, planning, plans, programs, projects and proposals to be submitted to the Government and the Prime Minister throughout the Government's term.

Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall focus on directing, strengthening inspection and urging the implementation of this Action Program; annually submit assessment reports to the Ministry of Planning and Investment for synthesis and reporting to the Government. During the implementation process, if it is deemed necessary to amend or supplement specific contents of this Action Program, central and local ministries, branches and localities shall proactively report to the Prime Minister for consideration and decision.

The Minister of Planning and Investment shall preside over and coordinate with the Government Office, central and local ministries, branches and localities to monitor and urge the implementation of the Action Program, periodically synthesize reports and make recommendations to the Government and the Prime Minister on necessary measures to ensure the synchronous and effective implementation of this Action Program./.
