Urgent support for people to overcome the consequences of storm No. 10 and floods
Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 178/CD-TTg dated September 29, 2025 requesting ministries, branches and localities to urgently support people to overcome the consequences of storm No. 10 and floods.

Telegrams sent to the Chairmen of the People's Committees of the following provinces and cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Phu Tho, Son La, Lao Cai, Da Nang, Lang Son, Cao Bang, Thai Nguyen; Ministers, Heads of ministerial-level agencies, Government agencies; Office of the National Civil Defense Steering Committee.
Storm No. 10 made landfall in our country with very strong winds (storm center level 10-11, gust level 13-14), wide range of influence, long duration of the storm, accompanied by very heavy rain over a wide area, causing great destruction, heavy damage to people and property, greatly affecting people's lives, activities and production. According to a quick report by the Ministry of Agriculture and Environment (synthesized from incomplete reports from localities as of 11:00 p.m. on September 29, 2025), storm No. 10 and floods have killed 19 people, 13 people are missing, 08 people are missing, 88 people are injured; Over 105,000 houses had their roofs blown off or were damaged (of which 78,842 were in Ha Tinh alone and 19,977 were in Nghe An), 3,371 houses were flooded, 2,742 households were isolated and cut off; over 9,400 hectares of rice and crops, 1,700 hectares of aquaculture were flooded and damaged; many infrastructure works for transportation, irrigation, dykes, production and business establishments, etc. were severely damaged.
On behalf of the Party and State leaders, General Secretary To Lam, Prime Minister, sent his deepest condolences to the families of the victims and shared the pain, loss and difficulties of the Party Committee, government and people in the areas affected by recent natural disasters such as storms and floods.
In order to urgently overcome the consequences of natural disasters, storms and floods, and quickly stabilize the situation of people in areas affected by natural disasters as soon as possible, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Secretaries of provincial and municipal Party Committees, Chairmen of People's Committees of provinces and cities (affected by storm No. 10 and floods) according to their assigned functions, tasks and powers to continue to urgently and seriously carry out the work of responding to and overcoming the consequences of storm No. 10 and floods after the storm according to the direction of the Standing Secretariat and the Prime Minister in recent telegrams.
Support people to repair houses with blown roofs or damage caused by storms and floods
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to mobilize necessary forces and means to quickly access areas still isolated by natural disasters; and to carry out work to overcome the consequences of storm No. 10 and floods according to their functions, tasks and authority.
At the same time, support people to repair houses that have had their roofs blown off or damaged by storms and floods; arrange temporary shelters, provide food, drinking water, and necessities for households that have lost their homes, and absolutely not let any person go hungry, cold, thirsty, homeless, or lacking clothing.
Focus on immediately repairing educational and medical facilities damaged by storms and floods.
Chairmen of People's Committees of provinces and cities focus on immediately repairing educational and medical facilities damaged by storms and floods (complete before October 5, 2025), not allowing students to lack schools, classes, teachers, food, clothing, books and school supplies, and not allowing people to have no place to seek medical treatment when they are sick.
In addition, review and fully and accurately count the damage caused by storms and floods, promptly use the budget reserve and local resources to proactively implement policies to support the affected subjects, especially the poor, disadvantaged households, policy families, and vulnerable subjects in accordance with regulations, to avoid loss, waste, corruption, and negativity. In case the local budget reserve does not have enough resources to support, the Provincial People's Committee must urgently report to the Prime Minister and send it to the Ministry of Finance.before 3:00 p.m. on September 30, 2025to synthesize and process according to regulations.Complete the work of supporting the People before October 5, 2025.
Immediately synthesize reports on the storm and flood situation in the area, leadership, direction, local response results, advantages, difficulties, obstacles, shortcomings, limitations,causes, lessons learned and solutions, report to the Prime Minister, and send to the Ministry of Agriculture and Environment.(to summarize)before October 1, 2025.
Support materials, chemicals, plant varieties and livestock to restore production after storms and floods
The Prime Minister assigned the Minister of Agriculture and Environment to direct and guide localities to synchronously implement measures to overcome consequences and restore agricultural production. Review, synthesize, and promptly coordinate with relevant ministries and agencies to resolve within their authority or report to competent authorities to resolve local requests for support with materials, chemicals, plant varieties, and livestock to restore production after storms and floods. Report to the Prime Minister on implementation results before October 5, 2025.
The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly handle according to its authority or report to competent authorities to handle proposals for support to overcome the consequences of storms and floods of localities in accordance with the provisions of law, and report to the Prime Minister on October 1, 2025.
Relevant ministries, agencies and units, according to their functions, tasks and authority, shall proactively support localities in quickly overcoming the consequences of storm No. 10 and floods to quickly stabilize the people's situation, and report to the Prime Minister on the situation and results of overcoming the consequences of storms and floods before 3:00 p.m. every day.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, branches and localities to carry out work to overcome the consequences of storms and floods after the storm.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
