Official dispatch sent to the Chairpersons of the People's Committees of the provinces and cities of: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Phu Tho, Son La, Lao Cai, Da Nang, Lang Son, Cao Bang, Thai Nguyen; Ministers, Heads of ministerial-level agencies and government agencies; and the Office of the National Civil Defense Steering Committee.

Typhoon No. 10 made landfall in Vietnam with very strong winds (storm center reaching levels 10-11, gusts up to levels 13-14), a wide area of ​​impact, a long duration, and heavy rainfall over a wide area, causing immense destruction, heavy losses of life and property, and significantly impacting the lives, livelihoods, and production of the people. According to a quick report from the Ministry of Agriculture and Environment (compiled from incomplete reports from localities as of 11 PM on September 29, 2025), Typhoon No. 10 and the accompanying floods resulted in 19 deaths, 13 missing persons, 8 people currently out of contact, and 88 injured; over 105,000 houses had their roofs blown off or were damaged (including 78,842 in Ha Tinh and 19,977 in Nghe An), 3,371 houses were flooded, and 2,742 households were isolated or cut off. Over 9,400 hectares of rice and other crops, and 1,700 hectares of aquaculture farms were flooded and damaged; many infrastructure projects such as transportation, irrigation, dikes, and production and business facilities suffered very heavy damage.

On behalf of the Party and State leaders, General Secretary To Lam, Prime Minister, extended his deepest condolences to the families of the victims and shared in the pain, loss, and difficulties faced by the Party committees, authorities, and people in the areas affected by the recent storms and floods.

To urgently address the consequences of natural disasters, storms, and floods, and to quickly stabilize the situation for the people in the affected areas as soon as possible, the Prime Minister requests that Ministers, heads of ministerial-level agencies, government agencies, provincial and city Party Secretaries, and Chairmen of People's Committees of provinces and cities (affected by Typhoon No. 10 and the subsequent floods) continue to urgently and seriously implement response and recovery efforts following Typhoon No. 10 and the subsequent floods, according to the directives of the Standing Committee of the Party Central Committee and the Prime Minister in the recent official dispatches.

Providing assistance to people in repairing houses damaged by storms and floods, including those with roofs blown off.

The Prime Minister requested the Chairpersons of the People's Committees of provinces and cities to mobilize necessary forces and resources to quickly reach areas still isolated due to natural disasters; and to implement measures to mitigate the consequences of Typhoon No. 10 and floods according to their functions, duties, and authority.

At the same time, support the people in repairing houses damaged by storms and floods; arrange temporary accommodation, provide food, water, and necessities for households that have lost their homes, ensuring that no one is left hungry, cold, thirsty, homeless, or without clothing.

Focus on immediately repairing educational and healthcare facilities damaged by storms and floods.

Chairpersons of the People's Committees of provinces and cities should focus on immediately repairing educational and medical facilities damaged by storms and floods (to be completed before October 5, 2025), ensuring that students do not lack schools, classrooms, teachers, food, clothing, books, or learning materials, and that people do not lack places for medical examination and treatment when they are sick.

In addition, it is necessary to thoroughly and accurately review and compile statistics on damage caused by storms and floods, and promptly utilize local budget reserves and resources to proactively implement support policies for affected individuals, especially poor and disadvantaged households, policy beneficiary families, and vulnerable groups, in accordance with regulations, preventing loss, waste, corruption, and negative practices. If local budget reserves are insufficient to provide support, the provincial People's Committee must promptly submit a report to the Prime Minister and simultaneously send it to the Ministry of Finance.before 3 PM on September 30, 2025To be compiled and processed according to regulations.Complete the disbursement of financial assistance to the people before October 5, 2025.

Immediately compile a report on the storm and flood situation in the area, the leadership and direction of the local response, the results of the response, and the advantages, difficulties, obstacles, shortcomings, and limitations.The report on the causes, lessons learned, and solutions for remediation will be submitted to the Prime Minister and also sent to the Ministry of Agriculture and Environment.(for compilation)before October 1, 2025.

Providing supplies, chemicals, plant seeds, and livestock to restore production after storms and floods.

The Prime Minister has assigned the Minister of Agriculture and Environment to direct and guide localities in implementing comprehensive measures to mitigate the consequences and restore agricultural production. The Minister is also tasked with reviewing, compiling, and promptly coordinating with relevant ministries and agencies to resolve, within their authority, or reporting to higher authorities for resolution, requests from localities regarding support in terms of supplies, chemicals, plant seeds, and livestock to restore production after the storms and floods. A report on the implementation results should be submitted to the Prime Minister before October 5, 2025.

The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly handle, within its authority, or report to the competent authority for handling, proposals for support to overcome the consequences of storms and floods from localities in accordance with the law, and report to the Prime Minister by October 1, 2025.

Relevant ministries, agencies, and units, according to their functions, duties, and authority, should proactively support localities in implementing measures to quickly overcome the consequences of Typhoon No. 10 and the subsequent floods, in order to quickly stabilize the situation for the people. They should report to the Prime Minister on the situation and results of the typhoon and flood relief efforts before 3 PM each day.

The Prime Minister has assigned Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, agencies, and localities to implement measures to mitigate the consequences of the storm and subsequent floods.

The Government Office, in accordance with its assigned functions and duties, shall monitor and urge the implementation of this Official Dispatch; and promptly report to the Prime Minister and the Deputy Prime Minister in charge of any unforeseen or emerging issues.
