According to the roadmap introduced by the Ministry of Education and Training, from the 2020-2021 school year, first graders will study the new general education program; by the 2024-2025 school year, this level will be "rolled up".

Compared to the 3 levels of education, the program at the Primary level has changed the least, except for the appearance of a new subject, Information Technology and Technology, along with the formalization of English introduction in grades 1 and 2.

Comparison of education plan between current primary education program and new education program as follows:

Despite some changes, the duration of Vietnamese language study remains the same as in the current curriculum; with 1,505 periods (an average of 43 periods/week), accounting for 31% of the total program time devoted to compulsory subjects. This is explained as ensuring that students are able to read and write fluently, creating a foundation for studying other subjects. For ethnic minority students, having enough time to study Vietnamese is even more important.

Compulsory subjects and educational activities in primary school include 10 subjects and 1 activity: Vietnamese; Math; Ethics; Foreign language 1 (Grades 3,4,5); Nature and society (Grades 1,2,3); History and Geography (Grades 4,5); Science (Grades 4,5); Information technology and technology (Grades 3,4,5); Physical education; Arts (Music and Fine Arts) and Experiential activities (including local educational content).

The content of Physical Education subject is designed into modules; the content of Experiential Activities is designed into topics; students can choose modules and topics that suit their wishes and the school's organizational capacity.

Elective subjects (taught in places with adequate teaching conditions and where parents wish): Ethnic minority languages, Foreign language 1 (taught in grades 1 and 2).

The primary education program is designed to teach 2 sessions/day, with no more than 7 periods per day, each period no longer than 35 minutes. Educational institutions that do not have the conditions to teach 2 sessions/day must implement the education plan according to the instructions of the Ministry of Education and Training.
