After a month of working seriously and responsibly, the 14th National Assembly has completed the working program of the 3rd session.

At this session, the National Assembly continued to identify law-making as a key issue. The National Assembly spent most of its time reviewing and approving 12 Laws, 12 Resolutions, and giving opinions on 6 other draft Laws.

Regarding the draft Law on Planning, due to many different opinions, after carefully considering all aspects, the National Assembly decided not to pass it at this session to continue to perfect and ensure the quality and feasibility of the project.

The National Assembly also gave its first comments on five draft laws, which serve as an important basis for the drafting and reviewing agencies to continue researching, revising and perfecting them for submission to the National Assembly for approval at the next session.

The National Assembly listened to the Government's supplementary report on the results of the implementation of socio-economic tasks in 2016 and the implementation of tasks in the first months of 2017. The National Assembly Chairman said that, based on listening to voters' opinions and recommendations and through practical activities, the National Assembly deputies enthusiastically expressed many opinions, debated and analyzed comprehensively and deeply the socio-economic situation in 2016 and the first months of 2017. The National Assembly acknowledged and highly appreciated the Government's positivity and dynamism in its direction and administration in the past time with important results in all fields.

“The National Assembly also frankly pointed out the limitations and weaknesses in a number of sectors and fields; analyzed and forecasted the risks and challenges that our country must face in the context of complex fluctuations in the world economy and politics, the economy still has many internal and objective difficulties, requiring great efforts and hard work to be able to complete the set goals and targets.

"The Government is requested to study and absorb the opinions of National Assembly deputies, learn from experience, and have breakthrough and drastic solutions in directing and operating to complete the socio-economic development tasks in the remaining months of 2017," the National Assembly Chairman emphasized.

Delegates vote to pass the Law on Management and Use of State Assets (amended)

The National Assembly has approved the 2015 state budget settlement and especially noted that the Government needs to strengthen its direction and have stronger and more drastic solutions to overcome limitations, tighten financial discipline in the management of state budget revenue and expenditure, reduce deficit, and ensure public debt safety.

Regarding the Long Thanh International Airport Project - an important national project, of great significance to the socio-economic development of the Southern development driving force region and the whole country, the National Assembly discussed, carefully considered, objectively and comprehensively reviewed and agreed to separate the content of land acquisition, compensation, support and resettlement into component projects to speed up the implementation of the Project; at the same time, emphasizing that land acquisition must ensure social security, stabilize the lives and production of people in the areas affected by the Project; ensure security, social order and safety.

The National Assembly Chairman emphasized that in order to resolve difficulties and problems in credit activities, the National Assembly has included in the program, thoroughly discussed and passed the Resolution on handling bad debts of credit institutions to create a strong enough legal basis to resolve the problem of bad debts.

Based on the consideration of pressing issues arising in social life, the National Assembly discussed and passed the Resolution on the National Assembly's Supervisory Activities Program in 2018 and the Resolution on the establishment of the National Assembly's Supreme Supervisory Delegation on "Implementation of policies and laws on management and use of state capital and assets in enterprises and equitization of state-owned enterprises, period 2011 - 2016"; requesting National Assembly agencies, National Assembly delegations, and National Assembly deputies to proactively develop and implement their supervisory activities programs.

At the session, the National Assembly conducted supreme supervision on "Implementation of food safety policies and laws in the period of 2011 - 2016", in which 8 groups of comprehensive solutions were proposed for the Government and ministries and branches to overcome shortcomings and weaknesses, promote the implementation of food safety policies and laws, and this is also an important basis for the National Assembly to continue supervising this content:

The National Assembly spent 3 days (0.5 days more than previous sessions) on question and answer activities, focusing on 4 groups of issues: agriculture and rural development; culture, sports and tourism; health; planning and investment.

The question and answer session took place in a democratic atmosphere, with lively, frank and responsible debates, and was highly appreciated by voters and public opinion nationwide. The National Assembly issued a Resolution on question and answer sessions, which serves as a basis for the Government, ministries and branches to organize implementation, and for the National Assembly to supervise, to meet the requirements and aspirations of the people.

The National Assembly Chairman said that the 3rd session of the National Assembly continued to have important innovations and improvements. The National Assembly arranged a more reasonable working program, allocating adequate time for discussion in the hall on the implementation of socio-economic tasks and question and answer activities.

“The atmosphere of discussion and debate at the session was lively and frank, showing a shift from a National Assembly discussing to a National Assembly debating with a significant increase in the number of debates, the quality of speeches was also improved, National Assembly deputies not only actively debated with members of the Government, but also debated with other deputies on issues with different opinions. Ministers directly explained and seriously accepted opinions during the discussion of draft laws, resolutions, reports, etc., creating a democratic, responsible, and constructive working atmosphere, contributing to improving the quality of the session,” the National Assembly Chairman emphasized.

National Assembly Chairwoman Nguyen Thi Kim Ngan suggested that after this session, National Assembly deputies should be more proactive in law-making, supervision, and organizing voter contact activities, listening to the thoughts and aspirations of voters and people; researching, understanding, and grasping the realities of social life to promptly reflect and make recommendations to the National Assembly, the Government, and relevant agencies.

The National Assembly requests relevant agencies and organizations, within their scope, tasks and powers, to focus on implementing measures to ensure the implementation of newly passed Laws and Resolutions; continue to evaluate and learn from what has been done and what has not been done; innovate management, direction and operation, and improve operational efficiency to create strong changes in the coming time.

During the session, the National Assembly also carried out a number of important foreign affairs activities to strengthen and expand bilateral activities with parliaments of other countries, contributing to promoting parliamentary diplomacy, thereby strengthening the cooperative and friendly relations between Vietnam and other countries in particular and the Vietnamese National Assembly with parliaments of other countries in the world in general.

Today marks the closing of the 3rd session of the National Assembly, which is also the 92nd anniversary of Vietnam Revolutionary Press Day.
