The 9th session of the 15th National Assembly closed after 35 working days.

On the morning of June 27, after 35 days of serious, democratic, and highly responsible work, with a spirit of innovation, careful preparation, scientific arrangement, and high concentration, the 9th Session of the 15th National Assembly closed, successfully completing the entire agenda.

Comrades: General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and other leaders and former leaders of the Party and State attended the closing session. National Assembly Chairman Tran Thanh Man delivered the closing speech.

At the session, the National Assembly reviewed, commented on and decided on a huge amount of work of historical significance, with many important contents, closely linked to the requirements of innovation, institutional improvement, and streamlining of the apparatus, which was followed by voters and the people with excitement, expectation and high consensus.

This is the session with the largest volume of legislative work ever; the spirit of "running and lining up at the same time" but still ensuring order, caution, discipline, compliance with legal regulations and efficiency. Accordingly, the National Assembly passed 34 laws, accounting for 52.3% of the total number of laws issued at 17 sessions of the 15th tenure; passed 14 legal resolutions and gave opinions on 6 draft laws.

In particular, the National Assembly discussed and passed the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam with the absolute consensus of the National Assembly deputies, along with many synchronous laws and resolutions, creating a legal basis for innovation and arrangement of the two-level local government apparatus.

The National Assembly discussed the Government's reports on the results of the implementation of the socio-economic development, national defense, security and state budget plans for 2024 and the first months of 2025 and decided on many other important issues to maximize resources to serve the national economy and people's livelihood.

The National Assembly decided to shorten the term of the 15th National Assembly and the term of People's Councils at all levels for the 2021-2026 term; passed a Resolution to establish the National Election Council, elect the Chairman, approve the Vice Chairman and members of the Council; these are important decisions, demonstrating proactiveness and careful preparation for the election in March 2026.

The National Assembly approved the National Assembly's Supervision Program for 2026; conducted questioning on two groups of issues in the fields of finance and education and training. Personnel work was carried out in accordance with Party regulations and State laws, achieving high consensus among National Assembly deputies.

In his closing speech, National Assembly Chairman Tran Thanh Man affirmed: The 9th Session is an important milestone in the history of constitutional and legislative work of the 15th National Assembly. The spirit of the Dien Hong Conference in the past was demonstrated at the Dien Hong Hall today. The decisions and laws passed at this Session are revolutionary, initiating fundamental institutional reforms, orienting tasks for the country's new development stage.

In the coming time, the National Assembly will continue to comprehensively innovate, improve its legislative capacity, supervise and decide on important issues of the country. Under the leadership of the Party, the National Assembly will continue to accompany the Government, the Fatherland Front, judicial agencies and the entire political system to effectively implement the Constitution and the laws and resolutions that have been issued.

The National Assembly respectfully requests the Government, ministries, branches and localities to promptly, seriously, synchronously and effectively implement the laws and resolutions passed by the National Assembly immediately after this session; especially implementing the Resolutions and decisions of the Central and local governments on merging provincial and communal administrative units... officially operating two-level local governments from July 1, 2025.

The National Assembly calls on all compatriots, voters and people nationwide to continue to accompany, supervise and contribute opinions so that the decisions of the National Assembly will soon come into life in a practical, effective and sustainable manner, contributing to the successful implementation of socio-economic development goals, ensuring national defense and security, foreign affairs, building the political system, practicing thrift, preventing corruption, waste and negativity; achieving the highest achievements in celebrating the 80th anniversary of the August Revolution and National Day September 2; 80 years of the first General Election to elect the National Assembly of Vietnam; preparing well for organizing Party Congresses at all levels, towards the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
