Do I need to re-register when buying a used car, transferring the name and having a new license plate?
Will I be fined if my vehicle registration papers are still valid but do not match the current license plate?

People wonder, in the case of a newly purchased used car, the name has been transferred, the owner has changed and a new license plate has been issued. The old license plate of the car has been identified to the old owner according to the provisions of Circular No. 24/2023/TT-BCA. However, the newly purchased car has nearly 2 years left until the inspection date, and the certificate and inspection stamp still show the old license plate of the car. People wonder in the above case, if the Traffic Police ask to present documents, will they be fined?
In addition, if I want to change the license plate number on the Vehicle Registration Certificate and the registration stamp to match the newly issued identification number, is that possible? If so, what procedures must be followed?
Regarding this issue, the Ministry of Public Security said that the use of a Certificate or stamp of technical safety and environmental protection inspection that is still valid and does not match the vehicle's license plate is not a violation of regulations on vehicle conditions when participating in traffic, as stipulated in Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government regulating administrative sanctions in the field of road and railway traffic (amended and supplemented in Decree No. 123/2021/ND-CP dated December 28, 2021 of the Government).
Therefore, vehicle owners will not be administratively sanctioned for this violation when driving a vehicle in traffic.
Regarding the need to change the license plate number on the Certificate or the technical safety and environmental protection inspection stamp to match the newly issued identification plate number, people need to contact the registration agency for more specific answers and instructions.
