According to the report of the Department of Agriculture and Rural Development: The North Central Region Emission Reduction Program is designed with many activities, over a relatively long period of time (from 2018 to 2025) and with the participation of many subjects. In the process of implementing activities under the program, it is inevitable that questions, feedback, and complaints will arise between the parties that need to be cleared and resolved quickly and promptly.
Therefore, the workshop will propose the following objectives: A mechanism for resolving questions, feedback, and complaints under the program is developed and implemented to ensure harmony of rights and interests among program participants, contributing to improving the effectiveness of forest management and increasing the efficiency of emission reduction projects.

The development and implementation of the mechanism must comply with the provisions of Vietnamese law; be consistent with the specific natural and social conditions of the localities under the program and the customs, practices and psychology of the people living in the locality.
The content of the mechanism must be "processed" into steps (sequences, procedures) so that relevant parties can easily recognize, remember, access, implement, and monitor.
