(Baonghean.vn) - During the process of "running errands", the subjects have repeatedly used tricks to gain trust with the severely disabled couple Lo Van Minh and Bui Thi Hoa. In particular, they used a number of documents such as: Contracts, recruitment notices with signatures of officials, seals of state agencies...

Mrs. Bui Thi Hoa recounted that her eldest daughter had a friend who worked at a secondary school in the city. During a meeting, she was told that her friend's younger sister had graduated from the Faculty of Law, National University 3 years ago but had no job. So, she later introduced her to a teacher at her workplace who knew a person named T, who was a relative of the leader of Vinh city; and T had the ability to "run errands", helping many people get into state agencies. The teacher who had a relationship with Mr. T was NTNA

Excited by this information, Lo Thi TH’s sister gave her sister’s profile to a friend so that NTNA could give it to T to “study”. A few days later, she received the information again: “Mr. T looked at it and said, “With such a good profile, it will only cost 180 million VND to complete the procedures for your child to have a job…”. Seeing the family’s agreement, NTNA offered to pay 80 million VND in advance for “initial costs”.

At that time, Ms. Hoa's family collected and borrowed money from various places to get 50 million VND. The day to deliver the money to the subjects was at the end of September 2015. As scheduled, Lo Thi TH and her sister brought the entire 50 million VND to a coffee shop near Dang Thai Mai School to deliver to NTNA. Here, besides NTNA, there was also a man, introduced as Mr. T. When receiving the money, NTNA was the one who wrote the receipt, signed it, and gave all the money to Mr. T. The agency that "ran" Lo Thi TH to work was the Department of Social Evils Prevention. When receiving the money, Mr. T said: "Only receive money if you can help. Rest assured, there is nothing to worry about...".

At the end of October 2015, the "job runners" came to Ms. Hoa's house and presented a contract from the Department of Social Evils Prevention, which stated that Lo Thi TH was hired for a three-month contract. The subjects said that they "worked temporarily to wait for a decision on the establishment". At the same time, the subjects checked the information on the contract and "discovered" that Lo Thi TH's major was "Economic Law" while she studied "Criminal Law", so they took back the contract to "return it so that they could revise the contract". This time, Ms. Hoa's family paid an additional 10 million VND because the subjects had "lent it to them in advance for expenses".

A few days later, NTNA and a man named T took Lo Thi TH to the Department of Social Evils Prevention (headquartered on Hong Bang Street, Vinh City). However, when they arrived, the head of the agency was “out” so all three returned. They discussed with Lo Thi TH, waited for the official decision, and then went to work.

Some time later, a person named T used NTNA's phone to call Lo Thi TH and said that the list was approved and asked for the remaining amount of the first installment. This was close to the 2016 New Year. Ms. Hoa's family continued to borrow money and gave NTNA 30 million VND.

After a long time without hearing back from the subjects, Ms. Hoa followed the address on the money receipt to meet NTNA. However, when she arrived at the house in lane 9, Nguyen Thi Minh Khai street, she learned that the house had been sold to another owner. Contacting by phone, NTNA encouraged her to wait.

Around January 2016, a person named T took the initiative to call Ms. Hoa twice. The first time, he asked for her “family’s understanding” and promised that he would “take care of it”; otherwise, he would “refund the money”. The second time, he said that he was completing the documents and that on March 1, 2016, Lo Thi TH would be able to go to work.

On March 14, NTNA came to the house and gave Mrs. Hoa and her husband a list of successful candidates from the Department of Labor, Invalids and Social Affairs. This document showed the signature of the leader and the seal of the Department of Labor, Invalids and Social Affairs; and the name of Lo Thi TH. NTNA said: “Now, don’t worry. With the list, the procedures will be completed this month. You will be able to go to work in early April…”.

Just like the time when the Department of Social Evils Prevention gave the 3-month contract, after a few hours, the subjects returned to ask for the "notice of successful recruitment" because they "just asked them to lend it to know". Hesitant, Ms. Hoa asked an acquaintance to verify and was told that in the first quarter of 2016, the Department of Labor, Invalids and Social Affairs did not issue any announcement of the list of successful recruitment personnel!

In the documents that the families of severely wounded soldiers Lo Van Minh and Bui Thi Hoa kept, besides the receipts and payment commitments, there was a copy of the "List of successful candidates for the first quarter of 2016" that Lo Thi TH had photocopied out of caution. Looking closely at this document, we paid special attention because there were signs that the "job runners" had forged documents, seals, and signatures of state agencies to commit fraud.

With what is on the document, although it shows the signature of the leader and the seal of the Department of Labor, Invalids and Social Affairs, it clearly shows unreasonable points. That is the content of the notification nature, but the document has a decision number (No. 491/QD-SLDTBXH) stating the admission but not stating the admission to the job position and the receiving agency.
