9X girl creates "fake" Facebook, scams and appropriates money from delivery people
Intentionally creating a fake account to join social networks (Facebook), Nguyen Ngoc Kim Ngan (born in 1994, residing on Hang Than Street, Ba Dinh District, Hanoi) contacted "Shippers" (delivery people) to hire them to transport goods for customers. When the "shipper" came to pick up the goods, Ngan asked for payment in advance, then turned off her phone and "disappeared". Using this trick, Ngan appropriated tens of millions of dong from nearly 10 people...
According to the investigation documents of the Ba Dinh District Police, Hanoi, Nguyen Ngoc Kim Ngan created the Facebook accounts "Khanh Linh" and "Thu Phuong", provided fake information about herself, then registered to join the page "Ship looking for People - People looking for Ship", with the purpose of defrauding and appropriating property.

On one hand, Ngan prepared to collect old clothes, cheap cosmetic products... package them and write phone numbers, names, and any addresses that Ngan could think of on the packages to use as tools to commit crimes.
Through the page “Ship looking for People – People looking for Ship” and using “junk” phone numbers, Ngan connects with young people who are looking for jobs transporting goods for hire. When the “shippers” contact her, Ngan often makes appointments with them at cosmetic stores, clothing stores, candy stores, milk stores, etc. Here, Ngan will come out of the store and ask the “shipper” to pay for the goods before delivering them to the customer.
After taking the "shipper's" money, Ngan immediately turned off her phone; or when the "shipper" failed to deliver the goods, Ngan did not answer the call, and even threw away the "junk" SIM card to hide her whereabouts.
Frustrated by being scammed and losing money, many victims have planned to track down the "scam boss" by continuing to participate in the page "Ship looking for People - People looking for Ship".
On March 12, 2016, one of Ngan's victims, Ms. Pham Thanh Thuy (23 years old), in Van Chuong ward, Dong Da district, Hanoi, used a new Facebook account to access the page "Ship looking for People - People looking for Ship" to receive a contract for transporting goods for hire.
At around 11am the same day, a female voice called Ms. Thuy, saying she wanted to hire someone to deliver 4 orders worth more than 1.2 million VND. If Ms. Thuy agreed to "ship" the goods, she would have to deposit the corresponding amount when she came to receive the goods for the customer. Immediately guessing that this was a scammer, Ms. Thuy accepted.
At around 1pm the same day, Ms. Thuy went to a diaper store on Doi Can Street, Doi Can Ward, Ba Dinh District, as scheduled, to meet a partner. The 23-year-old girl invited a few friends to go with her to “catch” the thief.
Thinking that the scam was still effective, Ngan leisurely went to meet his “prey”. But before he could make the transaction, the subject was detained by the two victims along with the fake packages, and taken to the police station.
Initially, Ngan denied committing the crime. However, faced with the evidence provided by the victim and documents collected by the police, Ngan had to confess. By the time she was discovered, she had committed nearly 10 similar scams and appropriated tens of millions of dong.
Among Ngan’s victims were also men. Typically, on February 27, 2016; after accessing the page “People looking for Ships – Ships looking for People”, Ngan “hunted” a victim named Duc (21 years old), residing in Kham Thien ward, Dong Da district. Duc was hired by Ngan to deliver 7 orders, with a total value of 2.7 million VND (including 2.4 million VND for the goods, and 300,000 VND for the “shipping” fee).
However, when Mr. Duc went to the addresses and contacted the phone numbers provided by Ngan, he was unsuccessful. When Mr. Duc tried to contact her again, Ngan had turned off her phone. The case is being investigated by the Ba Dinh District Police.
