Is discipline the end of talent?

In a time of discipline, where can we find people to work when there is no integrity in the government?

Perhaps in the past 5-10 years, the economy has seen many incidents that have caused huge losses, in the thousands of billions. It can be said that this is a very worrying stop for the economy.

The tangled relationships

Many ministries and sectors failed to fulfill their duties because they let shocking incidents happen.

The whole country was indignant. The parliament was heated. A delegate compared the La Thi Kim Oanh case, which had one minister resign and two deputy ministers go to court. Now, Vinashin is a kind of “La Thi Kim Oanh” but magnified about 1,000 times. then no one had to resign.

Not only the Vinashin and Vinaline cases, but also many other cases that caused losses of thousands of billions… yet no official has asked to resign or review his responsibilities. Even when the National Assembly requested the establishment of a temporary investigation committee or the suspension of some positions, it was just words in the parliament.

It is normal for mistakes to be reviewed, responsibilities assigned, and resignations to occur. In developed countries, the government is very strict with its members. Any ministry that causes a serious incident must remove its head. If they are not removed, they will resign. Strictness must be imposed from the head to maintain discipline and law.

Belgium's interior and justice minister has resigned after admitting that he failed to take adequate action to prevent a forewarned terrorist attack. Japan's economic and financial policy minister Akira Amari has formally resigned to take responsibility for a financial scandal. In 2011, South Korea's knowledge economy minister Choi Joong-kyung, who was in charge of energy, resigned after recent power outages caused chaos across the country. ..

It can be said that our culture of resignation does not exist yet. The East in general and Vietnam in particular value titles. Having a title means power and having power means having benefits. “Buying and selling titles” is also for that reason.

Not only do individuals invest in titles, but there are also groups of people who invest in promoting people. Once there are people on their side, they will then push each other up. In our country, when one person becomes an official, the whole family benefits. And that is also the cause of group interests. The mystery of group interests, the danger of group interests is that although they are not relatives, not from the same hometown, they are devoted to each other, protecting each other "as long as you are there, I am there", so disciplining a person in the chain is very difficult...

They survive by relying on each other. They arrange construction projects for each other, promote each other's children. On the outside, it seems innocent, but inside, there is a tangled mess of your children, our children, and our comrades' children... The Trinh Xuan Thanh case is exactly that tangled mess that our Party is trying to untangle.

Discipline is also for development

Rewards and punishments are not a matter of movement or of competitive organizations. Rewards and punishments, whether correct or incorrect, have the effect of holding back or promoting development.

To remove those who are holding back development is to develop.

Removing those who lead against the rules is to follow the rules.

Correctly handling violations will have a deterrent effect. In recent cases, especially those of officials, the people have looked at them. They said whether or not they can regain their reputation, they just have to wait for the Central Government to handle it.

Since taking office, Prime Minister Nguyen Xuan Phuc has been determined to build a constructive and honest government. This is both a determination and a goal towards the country's strong and sustainable development.

If we want the country to develop, we must first start with the ministries and branches. The ministries and branches must be the locomotives for development. Honest ministries and branches will be the role models for inter-governmental cooperation and drive development.

A government that fulfills its mission, a government that is honest and constructive, the ministries must be honest and must be the pioneers for innovation. There must be no corrupt officials who say one thing and do another. There must be strict punishment or reward and appoint the right person for the right job. Discipline also promotes development.

In a time of discipline, where can we find people to work when there is no integrity in the government?

The masses are very good, don't be afraid there will be no one to replace them.
