Level 2 electronic identification accounts for citizens officially took effect from October 20. Accordingly, when having an electronic identification account, citizens do not need to carry their driver's license or many other documents.

What is an electronic identification account?

An electronic identification account is a collection of usernames, passwords or other forms of authentication created by the Ministry of Public Security's Electronic Identification and Authentication System according to Clause 7, Article 2, Decision 34/2021/QD-TTg.

Accordingly, when having a level 2 electronic identification account, people can use all provided utilities such as integrating documents (driver's license, vehicle registration, health insurance, paying many types of electronic bills (electricity, water, social insurance, health insurance, money transfer).

Any individual 14 years of age or older can register for an electronic identification account. Individuals under 14 years of age must register using the electronic identification account of their parent or guardian.

With a level 2 electronic identification account, people do not need to carry a driver's license.

How to register for a level 2 electronic identification account?

* Step 1: Citizens notify the officer about the application for an electronic identification account. Registration information includes: phone number, email address.

Citizens can provide additional information about dependents along with accompanying documents (if citizens need to integrate this information into the application for electronic identification account issuance).

In case citizens need to register to integrate information displayed on the national electronic identification application for documents such as driver's license, vehicle registration, social insurance, health insurance, etc., they must bring additional original documents for comparison.

* Step 2: Citizens complete the application for issuance, exchange, or re-issuance of electronic chip-embedded citizen identification cards, including personal/relative information and biometric information.

* Step 3: Officers continue to process applications for issuance, exchange, and re-issuance of chip-embedded citizen identification cards according to the correct citizen identification card issuance procedure.

* Step 4: Citizens check and compare personal information, information on integrated registration documents and sign confirmation on the electronic identification registration form and citizen identification information receipt form.

People need to pay attention

When a competent official requests to check personal information or documents, the citizen must give permission (grant the right to check) for the official to be able to view the information. Third parties (banks, e-wallets, healthcare, insurance, public service systems) that want to use the data must have the consent of the account owner.
