PV: Dear comrade! Over the past 80 years of formation and development, the Home Affairs sector has constantly innovated to meet the requirements of each revolutionary stage. In particular, in recent times, the Home Affairs sector has actively advised on the implementation of a huge amount of work. Please tell us about some outstanding results.

Comrade Nguyen Viet Hung:Since its establishment, the Home Affairs sector has always held an important position in the state apparatus, closely associated with the revolutionary cause of the nation. During the resistance war, the sector advised and organized the building of a young revolutionary government, effectively implemented the rear policy, mobilized human and material resources, contributed to maintaining the people's trust and consolidating a solid rear for the frontline.

After the country's reunification and the period of innovation, despite going through many times of administrative boundary adjustments, mergers, provincial separations, name changes and additions of functions and tasks, Nghe An's Home Affairs sector has always strived to fulfill its role of advising on building the people's government apparatus, developing the staff, civil servants, and public employees, implementing administrative reforms, boundary management and many other important fields.

In recent times, especially in the period of 2020 - 2025, the Home Affairs sector has continued to make many efforts, be creative, innovate, and achieve outstanding and comprehensive achievements in all fields.

First of all, the industry has focused on advising on the effective implementation of the work of reorganizing the apparatus of agencies in the political system from the province to the grassroots level, associated with the arrangement of administrative units, streamlining the payroll and restructuring the team of cadres, civil servants, public employees and workers.

In particular, in 2025, implementing the major policy of the Party and State on restructuring the apparatus and implementing the 2-level local government model, the Home Affairs sector is the focus of the apparatus streamlining revolution, with the motto "running while queuing", the sector has promptly advised the Provincial Party Committee, People's Council, and Provincial People's Committee to deploy with very high political determination, proactively concretizing the Resolutions of the Central Party Committee, National Assembly, and Government.

Initially, Nghe An has achieved clear results, which are: Focusing on advising on the arrangement to reduce the number of specialized agencies under the People's Committees at all levels in accordance with the Central's policy, streamlining a large number of state administrative agencies and putting them into synchronous operation from March 1, 2025. Advising on the completion of the arrangement of administrative units at all levels and building a 2-level local government with the goal of: Being close to the people, serving the people better, basically operating stably, initially meeting the requirements after 2 months of operation; promptly implementing policies for cadres, civil servants, public employees, workers and armed forces in the implementation of the arrangement of the apparatus of the political system.

In addition, the sector has advised on the effective implementation of administrative reform associated with digital transformation, which is identified as a key and regular task, advised by the Home Affairs sector to implement synchronously, comprehensively and effectively in all fields.

The sector has advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to resolutely direct agencies, units, and localities to strengthen administrative reform, closely following the State Administrative Reform Master Program for the 2021-2030 period and the province's annual administrative reform plans. In particular, the focus is on simplifying administrative procedures, strengthening the implementation of the one-stop, one-stop mechanism, ensuring connectivity, synchronization, publicity, and transparency, especially procedures directly related to people and businesses.

Focusing on advising on the effective implementation of important resolutions, programs and projects such as Project 06/CP on developing population data and electronic identification; Provincial digital transformation plan, initially, has created a digital foundation in administrative management. Results: Nghe An is continuously in the top 20 provinces with high administrative reform index (PAR INDEX); the rate of timely settlement of administrative procedures is over 97%; the satisfaction index for the service of state administrative agencies SIPAS is always in the top 15 nationwide.

Along with the work of reorganizing the apparatus, building the government and administrative reform, the sector has promoted its role in state management in many areas. Youth work and gender equality have received synchronous attention, with many practical programs and projects helping young people practice and start businesses, while promoting equal opportunities for women. The management of non-governmental organizations has been carried out strictly and transparently; the management of beliefs and religions has seen many innovations.

In the field of employment and labor safety, support policies are effectively implemented, protecting the legitimate rights and interests of workers. The management and implementation of salary policies and benefits for cadres, civil servants and public employees are serious and timely; policies for meritorious people are given comprehensive attention, both materially and spiritually. Document and archive work is gradually modernized, linking digitalization of documents with safe storage. The emulation and reward movement is increasingly practical, linked to political tasks, promptly praising and replicating typical examples, creating motivation for emulation in the entire industry and society.

PV:Faced with new requirements of the country's development process, especially in the context of promoting decentralization, streamlining the apparatus, digital transformation and building a modern government, what opportunities and challenges is the Home Affairs sector facing, sir?

Comrade Nguyen Viet Hung:Faced with new requirements of the country's development process, especially in the context of promoting decentralization, streamlining the apparatus, digital transformation and building a modern government, the Home Affairs sector is facing great opportunities. One of the greatest opportunities is the close leadership and direction of the Ministry of Home Affairs, the Provincial Party Committee, the People's Council and the Provincial People's Committee; the coordination and support of departments, branches, sectors and localities, the consensus and trust of cadres, party members and people, along with the correct policy of promoting decentralization, delegation of power and streamlining the Government apparatus. This is a solid foundation for the Home Affairs sector to clearly demonstrate its pioneering role. The strong development of science and technology, with the trend of digital transformation, has opened up a golden opportunity for us to build a more modern and intelligent administration, thereby improving the effectiveness and efficiency of state management.

The work of the Home Affairs sector is inherently difficult and complicated because it involves organizations and people; when we are focusing on reorganizing the apparatus and streamlining the payroll, it has been affecting the thoughts, feelings, jobs, and incomes of the staff, civil servants, public employees, and non-professional workers in communes and hamlets. With the 2-level local government model, in the initial phase of operation, besides the positive results and effects, there are still difficulties and obstacles that need to be resolved and require efforts to be made to effectively implement.

That is, the workload of the provincial and communal levels has increased significantly after the end of the district government's operations. Meanwhile, the physical infrastructure is still limited, and the management, operation and task implementation capacity of a number of communal officials has not kept up with the new requirements.

The merger of focal points and the reorganization of the apparatus lead to a situation of “local surplus or shortage of staff”. The situation of civil servants unable to withstand the pressure and resigning leads to the risk of a shortage of experienced and practically capable staff.

Due to the urgent time, the implementation documents and instructions are sometimes not synchronized, overlapping, and contradictory, so the implementation at the local level still faces many difficulties.

PV:So, what breakthrough solutions has the sector implemented to improve the effectiveness and efficiency of state management in the areas under its responsibility? Looking to the future, how does the Home Affairs sector define its role and mission in advising on institutions, building a team of cadres and creating an administrative system to serve the people, sir?

Comrade Nguyen Viet Hung: Entering a new era of the nation, Nghe An is striving to successfully implement the goal of Resolution 39-NQ/TW of the Politburo: Becoming a fairly developed province of the country, the center of the North Central region. That requires continuing to innovate state management thinking, streamlining the apparatus, improving the quality of service to the people, enhancing the efficiency of the administrative apparatus and the quality of the staff - civil servants - public employees.

Looking to the future, Nghe An Home Affairs sector defines its role and mission with the ultimate goal of advising on the creation of a modern, professional, efficient, effective and efficient administration serving the people. To fulfill this role, the Home Affairs sector will focus on the following key tasks:

The first,Strengthening propaganda work, raising awareness and creating social consensus in the process of implementing major policies on organizational restructuring, streamlining staff and digital transformation. Monday,Strengthen training, fostering, and building a team of cadres, civil servants, and public employees who are "both red and professional", with good moral qualities, professional qualifications, and working capacity, meeting the requirements of tasks in the new situation. Putting cadre work at the commune level as the key and breakthrough. Commune-level cadres and civil servants currently perform more tasks, requiring higher service quality. Therefore, in the immediate future, it is necessary to organize short-term, intensive training courses on management and operation skills and the application of information technology to work. At the same time, it is necessary to promote in-depth training and fostering on management, law, information technology, and public services for the team of commune cadres and civil servants.

Tuesday,Currently, the Department of Home Affairs is reviewing the current situation of surplus and shortage of commune-level cadres and civil servants to have a suitable transfer plan between communes and wards. The Department is also synthesizing to develop a plan to increase the number of cadres, civil servants and public employees in the payroll of provincial-level agencies, organizations and units to work at the grassroots level. At the same time, the Department is also urgently developing a draft to submit to the Provincial People's Council to issue a Resolution regulating policies to attract and promote talented people to work in agencies, organizations and units of the Party, State, Vietnam Fatherland Front and socio-political organizations of Nghe An province.

Wednesday,Continue to review and systematize the province's executive directives and guidance documents; advise on amendments, supplements, replacements, and new issuances (if necessary) to ensure consistency and uniformity with the Central regulations, especially the Government's Decrees on decentralization, delegation of authority, and division of authority between the Central, provincial, and commune and ward levels.

Thursday,Promote and improve the quality of administrative reform, improve the investment and business environment, and increase the satisfaction index of people and businesses. All innovations, arrangements, streamlining or administrative reforms must aim to serve people better, more transparently, more conveniently, taking people's satisfaction as a measure of prestige and efficiency. Promote digital transformation in administrative management activities, towards building a digital government, digital economy, digital society, including investing in digital infrastructure, building interconnected databases and digitizing work processes. Strengthen administrative discipline and order, prevent corruption and negativity; build a clean and strong Home Affairs sector, contributing to building a democratic, public, transparent and disciplined administration.
