Specifically, answering a reporter's question about the new school year about to begin but the exam violations in Hoa Binh and Son La have not yet been concluded, Deputy Minister Nguyen Huu Do said that the police are investigating and have not yet reached a final conclusion. The Ministry of Education and Training is coordinating with the Ministry of Public Security to handle the situation to soon have a final conclusion. When there is a conclusion, the full names of the candidates who violated the regulations will be clearly identified and implemented according to the regulations.
"If the exam results are canceled, the Ministry of Education and Training will request the cancellation as well as request universities not to accept these students," Deputy Minister Nguyen Huu Do affirmed.
Regarding the Ministry of Education and Training's viewpoint on the issue of old textbooks that cannot be used today due to the situation of "tricks in textbooks requiring students to do exercises in textbooks, leading to the entire textbooks not being able to be reused anymore", Deputy Minister Nguyen Huu Do said that textbooks implemented under the new general education program since 2000 are still stable and have been adjusted a bit, with annual reprints and additions of some books.
"I recently went to Lai Chau, there are still many old textbooks and they are still being circulated for future generations to use," said Deputy Minister Nguyen Huu Do.
Mr. Do also affirmed that according to Resolution 88, the National Assembly allows the implementation of the new general education program and according to the roadmap, it will start from 2019 or 2020, it can be implemented from grade 1 and when there is a new textbook program, at that time the old textbook program will no longer be effective.
The Deputy Minister of Education and Training affirmed that exercise books and reference books have solutions written directly in the books, while textbooks are separate books, ensuring long-term circulation. Reference books can be chosen by families and schools depending on each condition.
"The Ministry of Education and Training issued documents 2572 and 2372 on April 11, 2013 on the use of reference materials. In 2014, Circular 21 was issued on the regulations and management of reference books in general education and continuing education institutions. The selection of reference books will be decided by the Heads and Principals of schools to use books suitable to the socio-economic conditions of each locality. The Ministry also directed and required that reference books be written directly into the lesson, which is not advisable," Deputy Minister Nguyen Huu Do emphasized.
