Mr. Nguyen Ba Thanh's son: "What do we collect taxes for?"
Disagreeing with the increase in tuition fees for the 2016-2017 school year at public preschools and general education institutions in the city, Mr. Nguyen Ba Canh, Secretary of the Da Nang City Youth Union, raised the question: "What do we collect taxes for?"

Previously, at the City People's Council meeting, the People's Committee of Da Nang City issued Document No. 6397/TTr-UBND dated July 26 stating that over the past 4 school years, from the 2012-2013 school year to the 2015-2016 school year, Da Nang did not increase tuition fees for students at public preschools and general education institutions. Now, based on Decree 86/2015/ND-CP of the Government, the People's Committee of Da Nang City proposed to increase tuition fees by the current tuition fee multiplied by the average increase in the consumer price index in 2012-2016.
Mr. Nguyen Ba Canh, Secretary of the Da Nang City Youth Union, proposed not to collect tuition fees as the Director of the Department of Education and Training wished, so that students in the city would not have to pay any fees to go to school. He raised the question: “We call on all people to actively pay taxes and in the first 6 months of this year, our city has collected the highest tax ever. What do we collect taxes for? Tax collection is to bring social welfare. What is social welfare? It is to receive health care, to go to school...”.
The son of Mr. Nguyen Ba Thanh (former Secretary of the City Party Committee, Chairman of the People's Council of Da Nang City) added: "I see that in many countries, students do not have to pay any fees when going to school and receive free medical treatment. Our country also needs to address social welfare issues like that. If we increase tuition fees, we will only collect an additional 4-5 billion VND, which will not solve any problems. Why don't we compensate with other revenue sources, such as restaurants, hotels... which still lose a lot of tax revenue? So I propose to keep the old tuition fees and move towards eliminating them altogether, not increasing them!"
After some deliberation, the majority of delegates of the Da Nang City People's Council voted unanimously not to increase tuition fees for the 2016-2017 school year at public preschools and general education institutions, but only to adjust them for some levels in some regions to the minimum level as prescribed in Decree 86/CP.
