On August 26, Colonel Nguyen Viet Hung - Deputy Director of Tien Giang Provincial Police, said that he had not received any documents from Tien Giang National Highway 1 Investment Company Limited (investor of Cai Lay BOT project) regarding the proposal for the police to handle the driver who gave small change.

"Even if we receive that document, we still do not agree with the view of handling drivers giving small change, because the law does not prohibit it," Colonel Hung affirmed.

According to Colonel Hung, before Cai Lay BOT station came into operation, the provincial police had issued a plan to "ensure security and order in the toll collection area". In particular, the provincial police force was assigned to regulate traffic and prevent congestion; Cai Lay district police ensured security and social order.

In reality, when collecting tolls, drivers use small change to pass through the station and put money in water bottles to line up in rows of 2 or 3 with the purpose of causing traffic jams, but that is not a violation of the law.

Meanwhile, if the resumption of operations causes a traffic jam of more than 1km without clearing the station, Cai Lay BOT toll station will be fined up to 70 million VND by the Road Inspectorate IV, Ministry of Transport.
