Announcement of 10 localities with many means of transport that do not transmit data from black boxes
On June 23, the Vietnam Directorate for Roads announced the results of synthesizing and analyzing violations and handling violations from data from journey monitoring devices (black boxes) for vehicles participating in road transport.
Statistical results for May 2017 show that on average 78.49% of total means of data transmission are to the General Department's system.

10 localities with many vehicles not transmitting data to the General Department include: Quang Tri, Quang Ngai, Tay Ninh, Yen Bai, Binh Phuoc, Binh Dinh, Binh Thuan, Phu Tho, Lai Chau, Thai Nguyen; of which 4 localities: Quang Tri, Quang Ngai, Yen Bai, Lai Chau have been in the top 10 localities with the highest rate of vehicles not transmitting data in the past 5 months.
The Vietnam Road Administration requires the 10 localities with the highest rate of vehicles not transmitting data to inspect transport business units, implement remedial measures and transmit full and timely data to the Administration according to regulations and must clearly state the remedial time, corrective measures and timely handling.

Regarding speeding violations in localities, in May 2017, the whole country had a total of 104,067 speeding violations; the average speeding violation rate per 1,000 km was 0.104 times/1,000 km, an increase of 70.5% compared to April 2017 and an increase of 79.3% compared to the same period in 2016.
In May 2017, the Departments of Transport also handled 2,755 vehicles; of which, 2,611 vehicles had their badges revoked and their routes suspended for 1 month; 1 transport business license was revoked and 143 vehicles were refused a badge.
In total, in the first 5 months of 2017, the Departments of Transport handled violations against 9,540 vehicles; of which, 8,672 vehicles had their badges revoked and their routes suspended for 1 month; 1 transport business license was revoked; and 867 vehicles were refused badges.
To continue to implement the goal of reducing traffic accidents, especially serious accidents related to the operation of commercial transport vehicles, the Vietnam Road Administration requests the People's Committees of provinces and centrally-run cities to direct the Department of Transport to strengthen supervision and handle violations (if any) according to the provisions of Circular No. 10/2015/TT-BGTVT dated April 15, 2015 of the Ministry of Transport.
It is known that in the first 5 months of 2017, according to statistics, there were 13 localities that have not yet handled violations or have handled them, but the number of vehicles handled was very small, including the provinces: Bac Kan, Bac Lieu, Ben Tre, Binh Duong, Binh Thuan, Can Tho, Da Nang, Dien Bien, Phu Yen, Soc Trang, Son La, Tra Vinh, and Truyen Quang.
In addition, localities will announce on the Department of Transport's website the list of vehicles whose badges have been revoked for people to monitor and supervise; report the results of handling violations in June 2017 to the General Department before July 10, 2017.
