Announcing the 2020 Administrative Reform Index: Nghe An increased by 6 ranks
(Baonghean.vn) - According to the results of the announcement of the 2020 Administrative Reform Index (PARI) by the Government's Steering Committee for Administrative Reform, in 2020 Nghe An achieved 85.28 points, ranked 18th out of 63 provinces and cities, up 6 places compared to 2019.
Afternoon of June 24, at the Government Headquarters, the Steering CommitteeAdministrative reform(PAR) of the Government held an online conference to announce the 2020 PAR Index (PAR Index) of ministries, branches, and localities and the 2020 Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS).

The subjects determining the PAR Index in 2020 include: Central level includes 19 ministries and ministerial-level agencies. Of which, there are 2 specific agencies, the Ethnic Committee and the Government Inspectorate, which conduct the assessment but are not ranked together with the remaining 17 ministries and ministerial-level agencies. Local level includes 63 People's Committees of provinces and centrally-run cities.
The assessment method of the PAR Index is similar to previous years, which is to combine self-assessment of ministries and provinces with assessment through sociological surveys and measurement results of people's and organizations' satisfaction with the services of state administrative agencies (for provincial level).

The sociological survey was conducted on a scale of over 22,500 officials, civil servants, leaders, and managers in ministries, branches, and localities, and over 36,600 people, representatives of organizations, and a number of associations. This is a large-scale survey, comprehensive, diverse, multi-dimensional, with a bottom-up assessment approach, assessing both inside and outside agencies and organizations.
The results of the 2020 Public Administration Reform Index of provinces and cities are divided into 3 groups as follows:
+ Group A, achieving Index results of 90% or more, including 02 provinces and cities (Quang Ninh, Hai Phong)
+ Group B, achieving Index results from 80% - below 90%, includes 56 provinces and cities.
+ Group C, achieving Index results from 70% - below 80%, includes 05 provinces and cities.
According to the assessment, the PAR Index in 2020 of provinces and centrally-run cities achieved an average value of 83.72%, 2.57% higher than the average value in 2019 (81.15%) and reached the highest value in the past 5 years.
Comparing the results of 63 localities shows that 38 units achieved a PAR Index higher than the national average value.
Notably, in 2020, 58 localities achieved an PAR Index of over 80%, while in 2019 there were only 44 units and in 2018 there were only 09 units in this group; no locality had a result below 70%.

The results of the PAR Index of localities have improved with 58 provinces and cities having higher Index results compared to 2019. The locality with the highest increase was Ben Tre (+9.42%), the lowest increase was Thai Binh (+0.70%). However, there are still 05 localities with PAR Index results decreasing compared to 2019: Phu Yen, Quang Ngai, Ninh Thuan, Bac Can, Kien Giang, in which, the unit with the highest decrease was Phu Yen (-3.94%).
Regarding the 2020 Public Administration Reform Index ranking: Quang Ninh continues to be the locality ranked first with a result of 91.04%, 0.53% higher than the second ranked unit, Hai Phong, reaching 90.51%.
Quang Ngai province is the locality at the bottom of the 2020 Public Administration Reform Index, with a result of 73.25%. According to statistics, out of 8 component indexes evaluated, 6 of Quang Ngai's component indexes are in the group of 5 lowest localities in the country.
According to the results of the announcement of the 2020 Administrative Reform Index (PAR) by the Government's Steering Committee for Administrative Reform, in 2020 Nghe An achieved 85.28 points, ranked 18th out of 63 provinces and cities, up 6 places compared to 2019.
Also at the ceremony, the Government's Steering Committee for Administrative Reform announced the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies in 2020 (SIPAS). According to the announced results, Nghe An ranked 48/63 in the 2020 SIPAS index (53/63 in 2019)./.
