Announcing the Administrative Reform Index: Nghe An ranked 29th out of 63 provinces and cities
(Baonghean.vn) - According to the results at the Conference to announce the 2018 Administrative Reform Index (PAR index) of ministries, branches and People's Committees of provinces and centrally-run cities organized by the Government's Steering Committee for Administrative Reform on May 24 in Hanoi, Nghe An's PAR INDEX increased by 2 ranks and ranked 29th out of 63 provinces and cities.
The results of the announcement of the 2018 Administrative Reform Index rankings of ministries and provinces and cities, Nghe An ranked 29/63 nationwide, reaching 76.97%, up 2 places compared to 2017. (In 2016, Nghe An's PAR Index ranked 38/63 provinces and cities; in 2017, it ranked 31/63 provinces and cities nationwide).

The results of the 2018 Public Administration Reform Index of provinces and cities are classified into 4 groups:
- Group A achieved an Index of 80% or more, including 9 provinces and cities.
- Group B achieved Index results from 75% to below 80%, including 36 provinces and cities
- Group C achieved Index results from 70 to below 75%, including 15 provinces and cities
- Group D, achieving Index results below 70%, includes 3 provinces and cities.
According to the assessment of the Ministry of Home Affairs, the average value of the Administrative Reform Index of provinces and centrally-run cities reached 76.92%, down 0.80% compared to 2017 (the average value of the Administrative Reform Index in 2017 reached 77.72%).
However, the index gap between the highest unit (Quang Ninh with 89.06%) and the lowest (Phu Yen with 69.53%) on the 2018 ranking has narrowed significantly compared to this gap in 2017.
In the 2018 rankings, 29 localities achieved results higher than the average value, of which 9 localities achieved results above 80%; 60/63 localities achieved index results above 70%.
Notably, in 2018, no locality achieved results below 60% and the gap in the Administrative Reform Index results between the highest and lowest units in the 2018 rankings was 19.53%, significantly narrowing compared to 2017 at 29.76%.

For Nghe An, along with the PAPI Index (Provincial Governance and Public Administration Performance Index), the ranking increased dramatically from 44th in 2017 to 4th in 2018; the PCI Index (Provincial Competitiveness Index) increased 2 ranks from 21st to 19th and the administrative reform index (PAR INDEX) improved 2 ranks from 31st to 29th, which is very meaningful for Nghe An, because improving and upgrading these 3 indexes will contribute to improving the investment environment, enhancing the competitiveness of the province and the whole country.
These results are considered an important premise and motivation for Nghe An province to effectively implement the "Administrative Reform Year" 2019 to better serve the needs of people and businesses.
