2019 Reform Index Announced: Nghe An Up 5 Ranks

(Baonghean.vn) - According to the results of the announcement of the 2019 Administrative Reform Index (PARI) by the Government's Steering Committee for Administrative Reform, in 2019 Nghe An achieved 81.93 points, ranking 24th out of 63 provinces and cities.

On the morning of May 19, the Government's Steering Committee for Administrative Reform to Announce the 2019 Administrative Reform Index held an online conference with ministries, branches and People's Committees of provinces and centrally run cities.

Attending the conference were comrade Truong Hoa Binh - Politburo member, Permanent Deputy Prime Minister of the Government Truong Hoa Binh, Head of the Government's Steering Committee for Administrative Reform; comrade Tran Thanh Man - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Le Vinh Tan - Politburo member, Minister of Home Affairs.

The results of the 2019 PAR Index focused on 2 groups of points: Group A, achieving PAR Index results of over 90%, including 03 units: State Bank of Vietnam; Ministry of Finance; Ministry of Justice.

Group B, achieving PAR Index results from over 80% to under 90%, includes 14 units: Ministry of Agriculture and Rural Development; Ministry of Foreign Affairs; Ministry of Science and Technology; Ministry of Natural Resources and Environment; Ministry of Home Affairs; Ministry of Labor - Invalids and Social Affairs; Ministry of Industry and Trade; Ministry of Education and Training; Ministry of Construction; Ministry of Culture, Sports and Tourism; Ministry of Planning and Investment; Ministry of Information and Communications; Ministry of Health and Ministry of Transport.

The results of the 2019 Public Administration Reform Index of provinces and cities are divided into 3 groups as follows:

Group A, achieving Index results of 90% or more, includes 01 province (Quang Ninh). Group B, achieving Index results of 80% - below 90%, includes 43 provinces and cities. Group C, achieving Index results of 70% - below 80%, includes 19 provinces and cities.

Regarding provinces and cities, according to the ranking results, Quang Ninh province continued to top the 2019 Public Administration Reform Index for the third consecutive time, with a result of 90.09%, 5.45% higher than the second-placed unit, Hanoi city, with 84.64%. The lowest was Ben Tre province with 73.87 points.

The PAR Index result of Nghe An in 2019 reached 81.93 points, up 5 places compared to 2018, ranking 24/63 provinces and cities in group B (Group B achieved Index results from 80% - below 90%).

According to the assessment, the 2019 PAR Index of provinces and centrally-run cities achieved an average value of 81.15%, 4.23% higher than the average value in 2018 (76.92%) and is the highest result in the past 4 years.

Analysis of average values ​​of component indices: In 2019, in general, the component indices all had significant improvements in average values. According to the assessment results, 7/8 component indices had average values ​​higher than in 2018.

To carry out the activities of appraising the self-assessment results and scoring of ministries and provinces to ensure accuracy, objectivity and fairness in assessment and ranking, the Ministry of Home Affairs has established an Appraisal Council and a Secretariat, whose members are Deputy Ministers, department and bureau leaders of 6 ministries and agencies assigned by the Government to preside over the implementation of administrative reform areas.

At the same time, carry out the work of organizing sociological surveys according to the survey form for each target group; update the scoring management software.
