The all-Russian vote on amendments to the Constitutional Law began across Russia on June 25. The decision to extend the procedure for a week was made to avoid crowds amid the coronavirus pandemic.
This year, voting will take place, including in electronic form. This method of voting will be held in Moscow and Nizhny Novgorod. The main voting period is July 1, which has been declared a non-working day.
The amendments to the Basic Law introduce new requirements for the President, members of the government and state officials at various levels, strengthen state social guarantees to citizens, change some provisions on the powers of the parliament, prohibit the transfer of federal territory, establish the status of the Russian language. In addition, the amendments also allow the incumbent President to run for re-election in 2024.
When will amendments to the Russian Constitution come into effect?
"After the official results of the CEC are compiled, the amendments come into force and can be published immediately," said Andrei Klishas, Chairman of the Federation Council Committee on Constitutional Legislation.
He clarified that to incorporate the amendment into the constitutional text, a presidential decree would be required. "The president will issue a decree containing the amendment to the constitutional text," the senator said.
