Announcing the Master Plan for the Development of Vietnam's Seaport System for the 2021-2030 Period

(Baonghean.vn) - According to the plan, Vietnam will have 5 seaport groups. Of which, seaport group No. 1 includes 5 ports: Hai Phong, Quang Ninh, Thai Binh, Nam Dinh, Ninh Binh; Group No. 2 includes 6 seaports: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue.

On the afternoon of October 7, the Ministry of Transport held a conference to announce the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050. On Nghe An side, comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial Party Committee chaired the conference with representatives of relevant departments, branches and sectors.

According to the report ofMinistry of TransportBy 2030, the goal is to develop a synchronous, modern seaport with high-quality services, meeting the needs of socio-economic development, ensuring national defense - security, maritime safety and environmental protection, improving the competitiveness of the economy, contributing to making our country a developing country with modern industry and high average income by 2030.

According to the plan, Vietnam will have 5 groups.seaport. Of which, seaport group No. 1 includes 5 ports: Hai Phong, Quang Ninh, Thai Binh, Nam Dinh, Ninh Binh; Group No. 2 includes 6 seaports: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue; Seaport group No. 3 includes 8 ports: Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan.

Seaport group number 4 includes 5 ports: Ho Chi Minh City, Dong Nai, Ba Ria - Vung Tau, Binh Duong, Long An.

Seaport group number 5 includes: 12 seaports including: Can Tho, Dong Thap, Tien Giang, Vinh Long, Ben Tre, An Giang, Hau Giang, Soc Trang, Tra Vinh, Ca Mau, Bac Lieu, Kien Giang.

According to the Ministry of Transport, the seaport system will be classified into groups of seaports according to scale, function and public maritime infrastructure system. In particular, the maritime channel system, lighthouses, storm shelters for ships, infrastructure serving maritime safety, state management of maritime, search and rescue and auxiliary works are planned...

To ensure the planning, the Ministry of Transport has also proposed solutions on mechanisms and policies; mobilizing investment capital and environment, science and technology. Accordingly, the Ministry of Transport will coordinate with localities to promote science and technology, modern engineering, digital technology application and digital transformation in the construction, management and exploitation of seaport systems in line with the trend of the fourth industrial revolution, meeting green port criteria.

In addition, the Ministry of Transport will also promote domestic and foreign investment through preferential policies, facilitating investment and business activities. Implement regional and international treaties and agreements on the sea to which Vietnam is a member, and study participation in relevant international treaties.

Also at this Conference, after announcing the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050, Minister of Transport Nguyen Van The also requested specialized agencies of the Ministry of Transport to coordinate with ministries and branches to advise the Government on mechanisms and policies in the maritime sector to promote investment in developing seaport infrastructure, contributing to promoting the development of maritime transport and maritime services. Research and propose appropriate seaport management models to improve the efficiency of management and investment in the exploitation of seaports and seaport clusters...

People's Committees at all levels, within the scope of their tasks and powers, shall organize the implementation of state management of maritime traffic in accordance with relevant laws within the locality; strictly manage land funds to serve the implementation of planning. Review, develop, and adjust planning and projects in the area to ensure consistency and synchronization with approved planning./.
