(Baonghean) - Currently, many provinces and cities have many regulations and methods to prevent civil servants from stealing working hours. However, the methods of localities are still formal. So how to "prevent stealing working hours" from the root? Currently, many National Assembly deputies said that nationwide, about 30 - 50% of civil servants in public offices are unemployed. If calculated according to that ratio, out of nearly 3 million current salaried civil servants, there are up to 900,000 to 1.5 million redundant people.

Every year, if the average salary is 5 million VND/month, these redundant people will enjoy no less than 36,000 billion VND to 50,000 billion VND/year of people's tax money. That is a very legal form of corruption. If the Government takes decisive measures to reduce the number of civil servants by 30-50%, then there will certainly be no more idle people hanging out at bars. Currently, in central agencies, ministries, and provincial departments, there are many departments and offices with overlapping work. There are many people doing the same job. Most of the work is done by department heads and deputy department heads, while employees sit around doing nothing. The number of redundant civil servants is countless.

To reorganize the apparatus tightly, so that everyone has enough work to work 8 hours a day, 26 days a month, the Home Affairs sector should apply a different organizational system from the current one. Apply the specialist mechanism, eliminate the divisions of the departments, offices, and even eliminate the divisions of some ministries. Currently, the apparatus has swelled to the point that the path from a specialist to a Minister in a ministry is very far. We must change the way the apparatus is organized to the specialist form, so that the minister and provincial governor can control each of their cadres and specialists.

For example, each department or office only needs 4 to 5 good specialists to run smoothly. After reorganizing the department (ministry) and department (province) apparatus, the number of cadres will be selected for specialists in charge of each task or two or three tasks per person. The criteria and content of the work will be issued by the Minister or the Provincial Chairman. Those who cannot handle the work will be retired or transferred to production agencies or enterprises so that these workers can work and pay their own salaries... The form of organizing departments in the direction of specialists has many advantages. Specialists are autonomous in their work, proposing work to their leaders themselves, without going through an intermediary. They do not have free time to work overtime, reducing the amount of people's tax money without working.

Reducing staff and restructuring the apparatus cannot be an empty promise. This is an urgent task related to the cleanliness and responsiveness of the state apparatus to life, related to the prestige of the Party and the government before the people, related to the unreasonable spending of a huge amount of people's tax money!

The Prime Minister, the Ministry of Home Affairs and the Chairmen of the Provincial People's Committees must be responsible to the people and the National Assembly for the increasingly bloated apparatus and the lack of work for civil servants. They cannot "discipline" and "slander" civil servants for "stealing working hours" as is currently the case...
