Telegram directing response to super typhoon near East Sea
The Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control, the Office of the National Committee for Natural Disaster Response and Search and Rescue issued Official Dispatch No. 53/CD-TW at 10:30 a.m. on October 28, 2018, directing the response to super typhoon Yutu.
Content of the telegramproposed to the Command BoardDisaster preventionand Search and Rescue of coastal provinces and cities from Quang Ninh to Khanh Hoa; The Steering Committee for Natural Disaster Prevention and Search and Rescue of the Ministries of National Defense, Transport, Foreign Affairs, Natural Resources and Environment, Information and Communications, Agriculture and Rural Development, etc. directed the immediate implementation of the following contents:

Firstly, notify owners and captains of vehicles and ships operating at sea of the location and direction of the super typhoon so that they can proactively avoid it.
Second, regularly monitor the storm's developments on mass media, keep in regular contact with owners and captains of vehicles and boats to inform and promptly handle situations that may arise.
Third, prepare forces and means for rescue when requested.
Fourth, central and local news agencies and newspapers regularly update information on storm developments and information on mass media so that authorities at all levels, owners and captains of ships and boats operating at sea, and people know to proactively take precautions.
Fifth, organize a serious 24/7 on-duty team, regularly report to the Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control and the Office of the National Committee for Incident, Disaster Response and Search and Rescue.

According to the National Center for Hydro-Meteorological Forecasting, currently (October 28), there is a strong super typhoon with the international name Yutu in the Northwest Pacific Ocean.
At 7:00 a.m. on October 28, the center of the super typhoon was at about 17.9 degrees North latitude; 130.2 degrees East longitude, about 880km east of Luzon Island (Philippines). The strongest wind near the center of the super typhoon was level 16 (185-200km/hour).jerk above level 17.
Forecast for the next 24 hours,The super typhoon is moving west southwest at 15-20km per hour.
At 7:00 a.m. on October 29, the center of the storm was at about 17.2 degrees North latitude; 126.0 degrees East longitude, about 420 km east of Luzon Island. The strongest wind near the center of the storm was level 15 (165-185 km/h).jerk above level 17.
Over the next 24 to 48 hours,The storm moved west southwest at about 20km per hour.
At 7:00 a.m. on October 30, the center of the storm was at about 16.8 degrees North latitude; 121.0 degrees East longitude, right on Luzon Island. The strongest wind near the center of the storm was level 13 (135-150 km/h).level 16.
Over the next 48 to 72 hours,The storm moved west-northwest at about 15km per hour.
At 7:00 a.m. on October 31, the storm's eye was at about 17.2 degrees North latitude; 117.5 degrees East longitude, about 550km East Northeast of Hoang Sa archipelago.
The strongest wind near the storm center is level 11-12 (100-135km/hour).level 15.
