Prime Minister's telegram on strengthening traffic order and safety in the third quarter of 2016
The Prime Minister issued Official Dispatch No. 1095/CD-TTg dated June 24, 2016 requesting relevant ministries and branches to strengthen the implementation of urgent measures to ensure traffic order and safety in the third quarter of 2016.
The dispatch stated that in the first six months of 2016, many important political events took place nationwide, such as the 12th National Party Congress, the election of National Assembly deputies and People's Councils at all levels for the 2016-2021 term, and traffic order and safety nationwide were ensured, with traffic accidents decreasing in all three criteria. However, there were still many particularly serious traffic accidents, causing great damage to people and property; there were also many incidents threatening aviation safety and security, especially traffic accidents on both roads and waterways in May and June, which increased in all three criteria: number of cases, number of deaths, and number of injuries.
The main cause of the above situation is that the awareness of compliance with traffic law, order and safety of a part of the people, transport business owners and vehicle drivers is still low; State management in the field of transport, infrastructure management, inspection of road vehicles and inland waterways still has many shortcomings; a part of public servants are limited in professional capacity, have not fulfilled their responsibilities, and even tolerate and assist in violations by drivers and vehicle owners.
To continue to effectively implement Directive No. 18/CT-TW dated September 4, 2012 of the Central Party Secretariat, Resolution No. 88/NQ-CP dated August 24, 2011 of the Government on strengthening the implementation of key solutions to ensure traffic order and safety, promptly prevent particularly serious traffic accidents; at the same time, improve the effectiveness of state management of traffic order and safety, the Prime Minister requests ministries, branches and localities to perform the following key tasks:
1. The Ministry of Transport directs its affiliated units to coordinate with competent agencies of local ministries and branches:
a) Review and completely fix black spots and potential traffic accident spots along the entire National Highway 1 and Ho Chi Minh Road; enhance traffic safety on mountain passes, slopes, short curves, and locations at risk of landslides on key national highways through midland and mountainous provinces; inspect, urge and strictly handle violations of traffic safety and environmental sanitation on all traffic infrastructure projects and works under construction; implement traffic diversion and management at construction projects and works under construction to avoid accidents for people and vehicles participating in traffic.
b) Inspect the state management of business and conditions for transport business; manage all technical aspects of road transport vehicles and inland waterway vehicles; comprehensively evaluate the use of data from journey monitoring devices and conduct inspections of the implementation of regulations on continuous driving time via journey monitoring devices on transport business vehicles.
c) Strengthen inspection and supervision of the implementation of regulations on safety management for aircraft operation and maintenance, ensuring flight operations, and airport and airfield operations; strictly implement regulations on security checks for passengers and goods passing through airports.
2. The Ministry of Public Security directs its affiliated units and the Public Security of provinces and centrally-run cities to:
a) Strengthen patrolling, controlling, and strictly handling violations of order and safety of road and inland waterway traffic, focusing on handling vehicle operators who violate regulations on speed, alcohol concentration, load, exceeding the inspection cycle, exceeding the age of use, not having a transport business license, not having a driver's license or professional certificate, carrying more people than prescribed, carrying passengers without life jackets or life-saving equipment on inland waterway vehicles.
b) Strengthen inspection and examination of the activities of patrol and control forces, detect, correct and strictly handle violations of professional regulations or acts of harassment and negativity in the performance of official duties; promptly exploit data from the camera system on the Ninh Binh-Cau Gie and Phap Van-Ninh Binh expressways to monitor and handle violations of traffic order and safety laws according to regulations.
c) Coordinate with the Ministry of Transport to organize a preliminary review of 2 years of joint patrolling, controlling and handling violations of overloading on roads according to Official Dispatch No. 1966/CD-TTg dated November 19, 2013 and Coordination Plan No. 12593/KHPH-BGTVT-BCA dated November 21, 2013 between the Ministry of Public Security and the Ministry of Transport.
3. Ministry of Information and Communications:
Direct news agencies and newspapers to step up propaganda work on new regulations and legal sanctions on traffic order and safety; regulations on business and business conditions for road and inland waterway transport; regulations on security and safety for passengers when traveling by plane; knowledge and skills on safe driving and control of watercraft; focus on propaganda for drivers, owners of passenger transport vehicles, pilots, owners of watercraft carrying passengers; warn about violations that are the main causes of traffic accidents; and the consequences caused by traffic accidents.
4. Vietnam News Agency, Vietnam Television, Voice of Vietnam
Increase bulletins and broadcast messages to propagate traffic laws, regulations on business and conditions for road and inland waterway transport; warn people about the causes and consequences of traffic accidents, and safe traffic rules, especially for cars and passenger watercraft.
5. Propose that the Central Committee of the Vietnam Fatherland Front and socio-political organizations direct and promote the implementation of the campaign "All people participate in ensuring traffic order and safety"; propagate and mobilize cadres, members, and union members to voluntarily comply with traffic order and safety laws, and build a traffic culture.
6. The Chairman of the People's Committee of the provinces and centrally-run cities directs the competent agencies and local authorities at district and commune levels to:
a) Strengthen patrolling, controlling and handling traffic law violations according to the topics directed by the Central Ministries and branches; at the same time, proactively carry out patrolling, controlling and handling violations according to the characteristics of the local situation, focusing on handling violations with high risk of causing traffic accidents by drivers of motorbikes, cars for transport business, and inland waterway vehicles carrying passengers; strengthen patrolling and controlling forces to ensure security, order and safety of the airport and seaport areas in the area, thoroughly handling all violations by organizations and individuals that threaten flight safety activities in the area.
b) Organize inspections of the implementation of regulations on business and business conditions for road and inland waterway transport, focusing on units that violate legal regulations or have signs of violations as reported by people and the press; organize health checks for drivers in transport business, focusing on checking, detecting and handling the use of drugs and stimulants. Resolutely handle violations strictly in accordance with the provisions of law.
c) Assign leaders with sufficient authority to receive information reflected by people via the hotline number to handle limitations, weaknesses, and inadequacies in state management of transportation, infrastructure, patrol and control work, and information on violations of traffic safety and order laws by traffic participants; consider the responsibility of heads of agencies and units for violations of regulations on public service performance or traffic accidents in the area under their responsibility.
7. National Traffic Safety Committee
a) Establish an inspection team led by members of the National Traffic Safety Committee to inspect traffic order and safety work in localities with complicated traffic order and safety situations.
b) Urgently deploy solutions to implement the Plan for propaganda, prevention and handling of alcohol concentration violations for drivers of road motor vehicles in 2016.
c) Monitor and urge the implementation, synthesize and report to the Prime Minister the results and difficulties and obstacles in the process of deploying and implementing this Official Dispatch./.
