Telegram to ensure traffic safety and order during holidays and Tet

Deputy Prime Minister Nguyen Xuan Phuc has just signed and issued Official Dispatch 2313/CD-TTg on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2016.

The dispatch clearly stated: To ensure traffic order and safety for people to celebrate the New Year, Lunar New Year and Spring Festival 2016, and at the same time contribute to absolutely ensuring security, social order and safety during the 12th National Party Congress, the Prime Minister requested:

1. The Ministry of Transport directs:

a) Transport enterprises should increase transport capacity, ensure technical safety of vehicles; promote online ticket sales, improve service quality, create maximum convenience for people to travel, and prevent passengers from being unable to return home for Tet due to lack of vehicles.

b) Inspect and handle violations of roadways, sidewalks and traffic safety corridors; conduct traffic safety inspections of all projects before putting them into operation, especially sections on National Highway 1, Hanoi - Hai Phong and Hanoi - Bac Giang expressways. Urgently review and fix black spots of traffic accidents, clear up points at risk of traffic congestion on key national and provincial highways, especially main routes in and out of Hanoi and Ho Chi Minh City before January 15, 2016.

Strengthen inspection and supervision of the implementation of regulations on labor safety, traffic organization, traffic safety assurance and environmental protection at construction sites.

Control, prevent and strictly handle violations and negative aspects in transportation activities such as squeezing, transferring passengers, and illegally increasing ticket prices.

c) Organize and reasonably divide traffic on key traffic routes with large traffic volumes, especially on main routes leading to major cities, routes connecting to key traffic hubs (airports, seaports, railway stations, bus stations, etc.). Strengthen the management of waterway safety at river crossings, tourist attractions, and festivals; resolutely suspend the operation of illegal crossings, vehicles that do not meet safety standards, life-saving equipment, or carry more people than prescribed. Strengthen safety measures at intersections between roads and railways, especially residential crossings; pay attention to ensuring security and order at airports, railway stations, and bus stations during the first and last days of the holidays and Tet.

2. The Ministry of Public Security directs:

a) Strengthen patrols, control, and handling of violations of traffic safety and order during the New Year, Lunar New Year, and Spring Festival 2016; strengthen forces to absolutely ensure security, social order, and safety during the 12th National Party Congress.

Focus on checking and handling violations by vehicle owners and drivers in the transport business, especially violations of vehicle load, technical safety, itineraries, driving time, and illegal pick-up and drop-off of passengers. Focus on punishing violations of regulations on alcohol concentration, speed, driving in the wrong lane, using vehicles that do not ensure technical safety; prevent and combat illegal car and motorbike racing. Strengthen inspection of inland waterway traffic safety on key transport routes, river crossings, tourist sites, and festivals; ensure safety at intersections between roads and railways.

b) Traffic police forces should strengthen coordination with other police forces and the Traffic Inspectorate, arrange to be on duty on key traffic routes, complex traffic areas, and areas with high risk of congestion; have plans to organize and regulate traffic, be ready to promptly clear and rescue when incidents and accidents occur, and not let prolonged congestion arise, especially on the first and last days of the Tet holiday on National Highways 1, 5, 6, 18, 32, 13, 22, 51, Ho Chi Minh Road, expressways, and main routes in and out of Hanoi and Ho Chi Minh City.

3. The Ministry of Information and Communications directs to strengthen information and propaganda on traffic safety during the New Year, Lunar New Year and Spring Festival 2016; focus on propagating measures to limit motorcycle and motorbike accidents in rural areas, measures to prevent passenger car accidents, mountain pass accidents, boat accidents, and implement "If you drink alcohol, do not drive".

4. Vietnam Television, Voice of Vietnam, and Vietnam News Agency have plans to promote traffic safety during the New Year, Lunar New Year, and Spring Festival 2016 with rich and attractive content; arrange broadcasting schedules suitable to people's living and working hours.

5. The Ministry of Education and Training directs educational institutions to strengthen traffic awareness education for pupils and students; universities and colleges proactively coordinate with transport businesses to organize the sale of train and bus tickets at school for students returning home for Tet holiday.

6. The Ministry of Culture, Sports and Tourism directs the agencies under the Ministry, the Departments of Culture, Sports and Tourism to coordinate with the agencies of the Transport sector and the Police to develop a plan to organize traffic and ensure traffic order and safety during the Festival organization program.

7. The Central Committee of the Vietnam Fatherland Front and socio-political organizations direct the promotion of propaganda and mobilization of cadres, members, and union members to voluntarily comply with traffic laws, take measures to prevent and avoid accidents on motorbikes, motorbikes, ferries, and railway crossings; strictly wear helmets when riding motorbikes and motorbikes, implement "If you drink alcohol or beer - do not drive", do not speed, overtake recklessly, do not carry more people than prescribed, observe safety when crossing railways, and comply with safety regulations when riding ferries.

8. The National Traffic Safety Committee shall publicize the hotline number on mass media to receive feedback on traffic safety during Tet, festivals and during the 12th National Party Congress; at the same time, direct and coordinate with relevant agencies to promptly resolve and remedy. Establish inspection teams to ensure traffic order and safety in key localities and areas; urge the implementation of the Plan to propagate, mobilize and handle violations of regulations on alcohol concentration for drivers of road motor vehicles in the period 2015-2020.

9. The People's Committees of Hanoi and Ho Chi Minh City have plans to organize and regulate traffic, arrange sufficient forces and vehicles, and be on duty on key traffic routes and main routes into and out of the city; carry out traffic diversion in complex traffic areas, areas with construction works under way, and areas at high risk of congestion; promptly clear congestion when it occurs, and prevent it from lasting, especially on the first and last days of the Tet holiday.

10. The People's Committees of provinces and centrally run cities shall have specific plans and direct the synchronous and effective implementation of measures to ensure traffic order and safety to serve the people during the New Year, the Lunar New Year and the 2016 Spring Festival in accordance with the practical conditions of the locality, focusing on rural and mountainous areas and festival venues in the locality; urge, inspect and report the implementation results to the National Traffic Safety Committee for synthesis and reporting to the Prime Minister./.
