Gaps in staff planning
For many years now, the planning of cadres has been gradually improved, put into order, and brought into play its effectiveness. Places that have done well will help organizations in the political system at all levels to proactively source cadres. Planning also has a positive impact on the supervision, training, and nurturing of cadres, helping cadres in the planning to strive to improve themselves, meeting the increasingly high requirements of the renovation process.
However, there are still unnecessary "gaps", "holes", "disorders" in the implementation of planning. Due to its importance, there are places where planning is "important" as a "secret", "hidden" task, known only to the planning level and those doing organizational work, they use the excuse that if it is made public, it will be exploited by bad guys, creating bad public opinion. There are cases where individual leaders at higher levels supplement lower-level planning without going through the Party Committee. Sometimes the planning does not change, but when appointing, someone "parachutes" - usually from the higher level but not convincing enough. Publicity and transparency in personnel planning
On December 27, 2021, the Politburo issued Regulation No. 50-QD/TW on personnel planning. This regulation attaches great importance to the issue of "publicity". Article 2 of the Regulation clearly states: One of the principles of personnel planning is to "ensure the principle of the Party's unified leadership of personnel work and management of the staff; strictly implement the principle of democratic centralism, Party regulations, and State laws; ensure strictness, synchronization, connectivity, publicity, and transparency in personnel planning work".
Clause 4, Article 3 on the purpose and requirements of this Regulation states: “Review and comprehensively evaluate the source of cadres before including them in the list of recommended personnel for planning; ensure strictness, democracy, objectivity, fairness, impartiality, openness, transparency, and compliance with procedures and authority. Do not propose or approve planning in cases that do not meet standards and conditions”. Clause 1, Article 11 of the Regulation states: “The list of cadres whose planning is approved by competent authorities or removed from the planning is publicly announced to the Party Committee, Party organization, collective leadership and local heads, agencies, units, and individuals involved in knowing, managing, and using the planning”.
Thus, public planning is very important and necessary; not only in general personnel work but also for planning work and planned personnel.
Publicity in personnel planning will help cadres, party members, the masses in agencies, units and in some cases even people in the place of residence where the planned person is working to monitor the qualifications, ethics, activities, training efforts, etc. of the cadres. This helps them to restrain themselves, practice, learn and strive. Reasonable publicity will avoid negative opinions and public opinion about the planned cadres, limit negative phenomena and bad people have an excuse to take advantage of distorting the work of cadres and cadre planning.
The Central Organizing Committee also issued the following guidance: “The general standards and specific standards for each cadre position are made public so that cadres and party members participating in voting to introduce the planning in localities, agencies and units can know. The list of cadres included in the planning and removed from the planning is made public in the Party Executive Committee, heads of departments, branches, sectors, party executive committees, party delegations, collective leadership of agencies, party committees and heads of affiliated units (for agencies and units); at the same time, individual cadres are notified. The list of cadres approved by superiors to be included in the planning of positions managed by superiors is sent to subordinates to be notified in the Executive Committee, party executive committees, party delegations, collective leadership, party committees of agencies and individual cadres”.
Strict regulations on public disclosure of personnel planning
The publicity of cadre planning work must be fully understood: Publicity is a requirement but must be consistent with other regulations of the Party and the law. Publicity does not mean dissemination to everyone but must pay attention to each specific group of subjects, associated with specific requirements on confidentiality. There must be strict regulations on the requirements of publicity, which subjects to publicize, in what way, for how long, etc. Publicity is also to grasp the situation of public opinion, feedback as well as distorted and destructive arguments, etc. From there, the Head of the agency or unit will have a firm grasp of the information and make specific comments to the planned cadres. At the same time, it is possible to adjust inappropriate cases according to the correct process.
The annual evaluation of cadres in the planning also needs to be made public, it cannot be done in a "closed meeting" between the organization and the leader where the cadre works.
With the “dynamic” and “open” nature of personnel planning, publicity can help competent authorities easily consider planned cases to select suitable people or continue to have other challenges to create conditions for cadres to perform their duties well. At the same time, that process can be removed from the planning or supplemented to the planning, best meeting the needs of cadres at the locality and unit.
Publicity in accordance with principles and regulations in personnel work and personnel planning is the expansion of democracy in the Party and in society. The more public and democratic it is, the more it limits to the maximum the "unclear support", localism, selfishness, narrow-mindedness,... in personnel work and personnel planning.
