After the landslide on Lam River alluvial ground in Dong Van commune (Thanh Chuong) caused a stir in public opinion, Thanh Chuong Sand and Gravel Mining and Transport Joint Stock Company submitted a request to return 2.65 hectares of sand mine.

In the petition, Thanh Chuong Sand and Gravel Mining and Transport Joint Stock Company requested to return part of the licensed area II at the construction sand and gravel mine in Dong Van commune, Thanh Chuong district (Mineral exploitation license No. 2905/GP-UBND dated July 10, 2018). The reason stated: "The returned area is close to people's agricultural land, so to ensure the safety of people's agricultural production, the company requests to return it."

Of the total area of ​​13.4 hectares in Zone II licensed for exploitation, Thanh Chuong Sand and Gravel Exploitation and Transport Joint Stock Company proposed to return 2.65 hectares; the area proposed to continue exploitation is 10.75 hectares.

The landslide on the Lam River alluvial plain through Dong Van commune was informed by the Thanh Chuong District People's Committee in Document No. 765/UBND-TNMT dated April 1, 2025 (sent to the Department of Agriculture and Environment). Accordingly, the Thanh Chuong District People's Committee received information about the incident on March 31, 2025, the landslide location is in the mineral exploitation area of ​​Thanh Chuong Sand and Gravel Exploitation and Transportation Joint Stock Company.

People in Tien Quanh hamlet and Dinh Son hamlet, Dong Van commune are concerned that the sand mining of Thanh Chuong Sand and Gravel Mining and Transport Joint Stock Company will continue to cause landslides affecting Ta Lam dike, property and safety of people in the area. Therefore, people have gathered in large numbers, affecting the security and order situation in the locality.

Faced with this situation, the People's Committee of Thanh Chuong district assigned Thanh Chuong Sand and Gravel Mining and Transport Joint Stock Company to temporarily suspend sand mining activities at the mine area in Dong Van commune to organize environmental rehabilitation and restoration according to the approved plan, bringing the mine area to a safe state.

Based on the results of field measurements to determine the location of Thanh Chuong Sand and Gravel Mining and Transport Joint Stock Company, Thanh Chuong District People's Committee found that the location where people reported and feared landslides was within the boundary of the mining area (according to the surface) licensed by the Provincial People's Committee. However, the boundary of the mining area has a part of the area (more than 1,000m2) is outside the boundary of the permitted mining area.

Therefore, Thanh Chuong District People's Committee assigned Dong Van Commune People's Committee to continue to propagate so that people understand and comply with the provisions of the law, ensuring security and order in the area. Regularly inspect and supervise the compliance with legal provisions on natural resources and environment during the operation of Thanh Chuong Sand Mining and Transport Joint Stock Company; if any violations are detected, they will be strictly handled according to the provisions of the law.

At the same time, Thanh Chuong District People's Committee requested the Department of Agriculture and Environment to advise on establishing an Inspection Team to conduct inspections, determine the level of impact on the riverbed, banks, and beaches, and report to the Provincial People's Committee to consider the sand and gravel exploitation activities of Thanh Chuong Sand and Gravel Exploitation and Transportation Joint Stock Company in accordance with License No. 2905/GP-UBND dated July 10, 2018 of the Provincial People's Committee.

On the side of the Department of Agriculture and Environment, after receiving information about the incident and Document No. 765/UBND-TNMT of Thanh Chuong District People's Committee, a working group was established to inspect the scene and work with relevant parties on May 3, 2025.

From the results of current measurement and actual inspection, the Working Group determined that the area reported by Dong Van commune residents is located within the moong area (mine bottom - PV) of 6,320m2, belonging to Area II, was granted Mineral Exploitation License No. 2905/GP-UBND by the Provincial People's Committee on July 10, 2018; upstream, adjacent to Area II, Dong Van commune, Thanh Chuong district, with an area of ​​1,117m2there is landslide

The Department of Agriculture and Environment requests Thanh Chuong Sand Mining and Transport Joint Stock Company to strictly suspend mining as requested by the People's Committee of Thanh Chuong district in Official Dispatch No. 765/UBND-TNMT dated April 1, 2025 until the case is completely handled; take measures to bring the mine area to a safe state (post warning signs, level the mine area...).

There is a document requesting to reduce an area of ​​about 2 hectares in Area II, Dong Van Commune, Thanh Chuong District of Mineral Exploitation License No. 2905/GP-UBND sent to Dong Van Commune People's Committee, Thanh Chuong District People's Committee, Department of Agriculture and Environment for processing.

The Department of Agriculture and Environment also requested the People's Committee of Thanh Chuong district to direct relevant departments and the People's Committee of Dong Van commune to verify and clarify the cause of the landslide of an area of ​​1,117 m.2located outside the mining area; handle violations (if any); direct Thanh Chuong Sand Mining and Transport Joint Stock Company to repair the alluvial area with a reasonable slope, ensuring absolute safety.
