On the morning of June 18 in Tien Lang district, Prime Minister Nguyen Xuan Phuc and the National Assembly delegation of Hai Phong city met with voters in Tien Lang district, reporting the results of the 5th session of the 14th National Assembly.

Voters in Hai Phong expressed their dissatisfaction with the situation of bad guys luring and inciting the masses, causing disorder in some localities recently and requested the Government to direct an investigation and promptly and strictly handle the ringleaders.

Speaking at the meeting, voters highly appreciated the socio-economic and national defense results achieved by the country in recent times, under the leadership of the Party and the National Assembly, and the effective and decisive management of the Government and the Prime Minister. Voters also highly appreciated the results of the 5th session of the National Assembly, saying that the session left many positive impressions on voters nationwide.

Voter Vu Minh Duc commented: "The 5th session of the National Assembly has had many marks, which are the decisions that the National Assembly passed at the session. At the same time, there were also wise and brave decisions that have never been seen before. That is the suspension of the passing of the Law on Special Administrative-Economic Units when voters nationwide and many people's opinions were still different. In my opinion, this is a very correct and brave decision of the National Assembly, because up to now, the agenda of the session has been passed almost unchanged. At this session, the National Assembly listened to the opinions of voters and people nationwide, making wise decisions."

Agreeing with voters, Prime Minister Nguyen Xuan Phuc said that the recent National Assembly session was a successful session, continuing to demonstrate democracy and innovation, expressing the aspirations and opinions of the people during the session. Therefore, the National Assembly listened to and accepted the correct issues that the people reflected, including postponing the time to pass the Draft Law on Special Administrative-Economic Units. That demonstrated the receptiveness and listening of the Government and the National Assembly to continue to collect opinions of the people.

Prime Minister Nguyen Xuan Phuc stated that the establishment of special economic zones is not new in the world and many countries have successfully built them. These three special zones are not just for the three provinces with special zones but are three important growth poles with strong investment attraction institutions.

"The law-making process was done according to the correct procedure, with wide consultation, and especially the discussion at the session was very good. There was the story of the Land Law stipulating land leases of up to 70 years for economic zones. But there is an idea that bad guys take advantage of, that is, in special cases, the Prime Minister will consider it for 99 years, and commonly it is 70 years or less. 99 years is only for special cases, that is, extremely typical projects, very large investments, requiring very high costs, very slow capital recovery, but the country needs that project. Special projects are very rare. And before the Prime Minister decides, the Politburo, the National Assembly Standing Committee, and many other agencies or the Government Party Committee must give their opinions," the Prime Minister further analyzed.

The Prime Minister said that bad elements have incited and attracted the masses in some localities, destroyed property and resisted law enforcement officers, obstructed traffic, and caused people to misunderstand the content of the law, especially the draft Law on Special Economic Zones and the Law on Cyber ​​Security, laws that many countries have issued for a long time. In particular, the Law on Cyber ​​Security has adopted a very important issue: allowing the placement of servers abroad instead of having to place servers in the country, and only the database of Vietnamese users must be stored in Vietnam.

The Prime Minister stated that these illegal acts have affected the peace of the Fatherland, the peaceful life of the people and the investment environment.

Expressing his indignation at the situation of bad guys enticing and inciting people to commit illegal acts, voter Pham Ngoc Thanh requested the Government and relevant agencies, ministries, branches and localities to investigate, conclude and promptly and strictly handle the ringleaders and those who cause trouble, destroy State property and cause injuries to law enforcement officers.

Discussing this issue with voters, Prime Minister Nguyen Xuan Phuc stated that it is necessary to propagate and mobilize the people, in which the role of officials and party members is to analyze so that people can better understand the necessary regulations.

"First, persuading people is still a very important issue. Along with that, we must better propagate and mobilize people. Recently, we have been weak in this area. Especially (on) social networks, we have attracted individuals, and we have not taken any measures. The second thing is to request and suggest that people be calmer and more alert in the face of this incitement. Third, we must restore order and ensure security and safety for people and society. And fourth, we must strictly handle violations as many voters have expressed their opinions. Those who resist law enforcement officers and destroy state property must be strictly handled before the law. Some individuals who directly affect security and order in some localities must even be criminally prosecuted," said the Prime Minister.

At the meeting with voters, opinions also raised a number of other issues such as amending Decree 67/2014 of the Government on regulations on exemption of land rent and water surface rent for aquaculture activities to use this type of land more effectively and equally; the issue of implementing the policy of meritorious people more responsibly and quickly; the issue of continuing to invest in developing infrastructure in Hai Phong City; overcoming the congestion of waterway traffic and inner-city traffic in the City; investing in developing high-tech agriculture; promptly directing other localities to join Hai Phong in implementing coastal routes; the issue of career guidance for students...

Prime Minister Nguyen Xuan Phuc highly appreciated the voters for raising many quality opinions at the meeting and said that he will study to adjust regulations that are not close to reality, including Decree 67/2014; amend the Law on Public Investment...

Voter Hoang Anh Tuan raised the issue that the Law on Public Investment has many points that need to be adjusted to speed up capital disbursement, especially regarding cumbersome administrative procedures; the approval process for investment policies for public-private partnership projects is still inadequate...

Regarding this issue, Prime Minister Nguyen Xuan Phuc said: "The Law on Public Investment has many good aspects, such as transparency, proactive management, and good decentralization. However, after three years of implementation, there have been many problems, having to run back and forth, having to determine capital sources, having to go through cumbersome procedures, having to proactively carry out basic construction investment procedures for several years... we are not used to this. Therefore, many localities, even the Government, have been delayed in disbursement because the process of the Law on Public Investment is very complicated. Accepting these problems in the past time, especially in the Government's management according to the Law on Public Investment, we have completed comments to amend the Law on Public Investment so that the National Assembly meeting at the end of this year, in October, will amend the Law on Public Investment to be more appropriate."

Voter Bui Dinh Dong pointed out the fact that the number of tourists coming to Cat Ba is increasing day by day, leading to traffic congestion in some places. According to the voter, although the Ministry of Transport has paid attention to support and dispatched a 200-ton ferry to serve at Got ferry terminal, it still cannot meet the current transportation needs. Voters requested the Prime Minister and the Government to continue consulting with the Ministry of Transport to study and transfer some 200-ton ferries from Vam Cong to Got ferry terminal to facilitate the transportation of passengers and vehicles.

Regarding this content, Prime Minister Nguyen Xuan Phuc said that at the request of the Hai Phong City Party Committee and People's Committee, the Government has decided to mobilize a 200-ton ferry from Vam Cong to Hai Phong to ensure travel for the people. The ferry is on its way back, and may arrive in Hai Phong in half a month. A 200-ton ferry is very large.

The Prime Minister also acknowledged the voters' request and said that when the Vam Cong bridge is completed, he will consider transferring another ferry if necessary. This is a form of increasing or decreasing assets without buying or selling.

The Prime Minister also expressed his agreement with voters on speeding up the construction of coastal roads, requesting Quang Ninh, Thai Binh, Nam Dinh, Thanh Hoa, Nghe An and other localities to quickly deploy with Hai Phong, promoting socio-economic development of localities./.
