On the afternoon of September 28, in Quynh Di ward, National Assembly delegates including comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and Director of the Provincial Civil Judgment Enforcement Department Ms. Hoang Thi Thu Trang met with voters of Hoang Mai town.

After listening to delegate Hoang Thi Thu Trang announce the expected agenda of the 4th session of the 14th National Assembly, voters of Hoang Mai town made many recommendations to the National Assembly delegates. Voter Dau Duc Nam, Mai Hung ward made recommendations on issues related to the environment.
First of all, voter Nam raised the concern about the recent fish deaths on the Hoang Mai River; thereby, he requested that the authorities urgently check the river water source to have a conclusion and widely announce the cause of the fish deaths and the quality of the river water so that the people can feel secure.
Mr. Dau Duc Nam also expressed concern about the waste situation in the area, so he proposed building a waste treatment plant for the Hoang Mai and Quynh Luu areas.
Chairman of the People's Committee of Hoang Mai town Nguyen Huu Tuy said that after discovering the dead fish on Hoang Mai river, the town had collected the dead fish for destruction, and informed the Department of Animal Health and the Department of Environment to collect samples of fish, river water, river bottom sediments, etc. for testing. "We will inform you after we have the official results," said Mr. Tuy; at the same time, he said that Hoang Mai town has planned to implement a waste treatment project of 11 hectares in Quynh Vinh commune.
Regarding this content, Provincial Party Secretary Nguyen Dac Vinh requested that the Department of Natural Resources and Environment and Hoang Mai town urgently review production facilities along Hoang Mai river to determine whether there are sources of pollution or not?

Voter Nguyen Van Quang, Quynh Di ward, reflected on the fact that land prices are not set close to the market, leading to difficulties in site clearance. This was also the issue raised by voter Nguyen Van Tuong, Quynh Di ward, at the voter meeting.
Mr. Le Ba Phu, Quynh Lap commune, stated that local fishermen's boats are having difficulty taking shelter from storms, and they have to go to Thanh Hoa or other localities in the province. Therefore, voter Phu proposed a project to build a storm shelter for fishermen's boats in Quynh Lap commune, Quynh Phuong ward.
At the conference, voters also raised opinions related to corruption prevention and control; difficulties in transferring hospitals from lower to higher levels; resolving policies and regimes; resolving compensation for site clearance during the upgrading and expansion of National Highway 1A within the 13.5m corridor; and job creation for students.

Regarding the issue of compensation for households within the 13.5m corridor of National Highway 1A, which many voters have proposed and assessed as a complicated issue, the Provincial Party Secretary said that a provincial working group had been organized to review and the province had proposed a solution.
First, we will resolve the cases before 1982 if they are valid and have sufficient grounds, then review the cases after 1982.
Regarding the source of compensation funds for valid cases, the Provincial Party Secretary said that for BOT projects, the province has worked with BOT enterprises and agreed that the enterprises will pay; for projects under the Ministry of Transport, the province has sent a document to the ministry requesting additional funding for the province to pay. For other cases not covered by the above two sources, the province will consider the province's own resources to resolve.
Regarding storm shelters for fishing boats, delegate Nguyen Dac Vinh said the province is investing in four large fishing port projects, including the Lach Con area in Quynh Phuong ward, Hoang Mai town.

Regarding the issue of job creation for students after graduation, the Provincial Party Secretary said that the province is focusing on attracting investment and bringing in large projects to create more jobs for workers right in the province.
Provincial Party Secretary Nguyen Dac Vinh also responded to other petitions from voters and assigned the provincial National Assembly office to synthesize and forward them to the National Assembly and relevant agencies, ministries, branches and localities for resolution.
