On the morning of June 14, in Dien Trung commune, Ms. Cao Thi Hien - Member of the Provincial Party Committee, Permanent Vice Chairwoman of the Provincial People's Council had a meeting with voters of Dien Trung, Dien Tan, Dien An communes and Dien Thinh commune of Dien Chau district. |
At the conference, there were 15 comments from voters on economic and social development, regimes and policies.
Petitioning to the provincial People's Council delegates, voter Le Duc Tai, hamlet 4, Dien Tan commune, said that recently the mass media has reported many cases of false declarations and impersonation of war invalids to enjoy benefits, causing public outrage.
"The fake war invalids' records have been concluded for a long time, why hasn't it been resolved completely? I suggest that the government needs to take measures to resolve the remaining issues, so that those with meritorious services can enjoy their legitimate rights, creating trust among the people," said the voter.

Also related to the regime and policies, voter Ho Sy Tu of Dien An commune reflected that the certificates of merit of the Provincial People's Committee for families with revolutionary contributions have not yet been paid according to the regime, and the people are not satisfied with the implementation of this policy.
“The State needs to pay attention to resolving the regime for those who have meritorious services but have lost their original records and related documents. There needs to be an open policy to resolve the regime for those who have meritorious services but no longer have documents,” Mr. Tu suggested.
Voter Pham Van Nam of Dien Trung commune also expressed: The youth volunteer force has contributed to the resistance war and is recognized by the Fatherland, so we should pay attention to creating all conditions, upgrading the allowance regime to help and encourage the activities of the Association of Former Youth Volunteers.
Mr. Nam emphasized: "Some people have died, the remaining people are living in poverty, loneliness, illness and do not know when they will die, we need to pay attention to this group."

Speaking at the Conference, Mr. Doan Van Nha - Chairman of Dien An commune affirmed that the Party and State pay attention to policies for people with merit, awarding certificates of merit to those who are granted, but the accompanying policies have not been implemented, such as health insurance and funeral expenses, and there are no instructions for implementation.
Regarding the regime and policies for the commune police force, according to the Chairman of the People's Committee of Dien An commune, the implementation of Decree 92 regulating the selection of police forces for voters' election is still inadequate, those who do the job well are those who often face and collide with the people, so they are not elected by the people.
In addition, the Decree stipulates that the deputy village police officer has a term of 2.5 years. In such a short time, they have just gotten used to the job and their term is almost over. Meanwhile, the remuneration for this team is too low. Voters suggest that the State consider raising the remuneration for police officers.

Regarding the compensation and site clearance for the Central Aquaculture Institute 1 Project, Mr. Tran Van Dung - Chairman of Dien Trung Commune said: Implementing the policy of the Provincial People's Committee to reclaim more than 6 hectares of agricultural land to relocate the Central Aquaculture Institute 1, the commune carried out site clearance work, the people agreed to complete the site clearance work in December 2016 but until now, there has been no compensation, requesting the province to soon have a compensation policy for the people.
In addition, voters reflected on other issues such as: Working attitude of medical staff; inadequacies related to land management, granting of land use right certificates, agricultural production policies; clearing traffic safety corridors; collecting contribution funds; social insurance policies; solving environmental pollution, etc.
Explaining the issue of voters' concern related to the regulations on collecting funds, Ms. Cao Thi Hien said that fund collection is carried out according to state regulations and some types of funds are collected in the form of mobilization. This content was accepted by the Provincial People's Council delegates and reviewed and reported to inform voters.

Responding to the content of handling fake war invalids, Ms. Hien said that after the nationwide review, according to the Inspectorate of the Ministry of Labor, Invalids and Social Affairs, Nghe An has 314 cases of fake war invalids, the Provincial People's Committee has directed the districts to recover. Up to now, 661 million VND has been recovered from the wrong beneficiaries in Vinh City and Hung Nguyen District. Currently, the province is continuing to urge and direct the localities to continue to recover.
Affirming that the Party and State always care about policy subjects, Ms. Cao Thi Hien emphasized: In the difficult conditions of the country, the State has not been able to balance, so it is implementing regulations according to each specific standard condition to have a support regime for subjects with meritorious services to the country.
Voters' opinions on medical ethics, land management, granting of land use right certificates, policies for meritorious people, clearance of traffic safety corridors, environment, compensation for site clearance of aquatic breeding project in Dien Trung commune, police officer regime, etc. were answered and clarified by Ms. Cao Thi Hien and leaders of Dien Chau district.
Also at the Conference, the Provincial People's Council Delegates reported on the socio-economic development of the province in the first 6 months of 2017 and the expected agenda of the 4th session of the 17th Provincial People's Council; the Dien Chau District People's Council Delegates informed voters of the agenda of the upcoming District People's Council session.
