Dien Chau voters propose measures to handle pollution on N2 canal
(Baonghean.vn)- Voters of Dien Chau district reported that the N2 canal from Do Luong district to Dien Cat commune is seriously polluted. They requested the Provincial People's Committee to take measures to remedy and handle the situation.
The competent authority responded to this issue as follows:
a. Overview of the situation:
N2 canal is a branch canal of the Northern irrigation system, connected from Do Luong through the canal system to Dien Cat commune in Ly Thanh commune, passing through Ly Thanh, Lien Thanh, Son Thanh, Cong Thanh, Khanh Thanh, Bao Thanh, Vien Thanh, Vinh Thanh communes, Yen Thanh district; Dien Thang, Dien Cat communes, Dien Chau district with a total length of about 34 km, of which 15 km is on the main Do Luong canal and 19 km is N2 canal. The canal is built in a semi-submerged form, from Vien Thanh commune to Dien Cat commune is a submerged canal, Dien Cat commune is the end point of the N2 canal.
b. Verification status:
During daily life, due to bad habits and awareness of people living along the canal and because some localities do not have a waste collection site, people along the canal often dump waste and animal carcasses directly into the canal, leading to blockage of the flow, causing unpleasant odors and polluting the environment, especially the environment downstream of canal N2.

The water source that carries domestic waste causing pollution to Dien Cat commune consists of 3 parts: the part from the main Do Luong canal down, the part flowing in the N2 canal and the part returning from the Bung river to the N2 canal. Besides, because the N2 canal does not receive the discharge source of production facilities in the area, it can be affirmed that the main source of pollution is domestic waste of people in the area flowing through the canals.
Thus, the reflection of Dien Chau district voters is well-founded, however the level of pollution is not as reflected by voters.
c. Regarding measures to resolve the above situation:
- The Provincial People's Committee assigns: People's Committees of Do Luong, Yen Thanh, Dien Chau districts:
+ Direct local authorities where the canal flows through: Propagate and disseminate laws on environmental protection, ordinances on exploitation and protection of irrigation works, guide people to classify, collect and gather waste in the right places; Strictly prohibit the dumping of waste and dead animals into canals and take strict measures to handle individuals who deliberately violate.
+ Encourage and prioritize the socialization of the work of classifying, collecting and transporting solid waste generated in communes in districts to the district's centralized waste treatment site for treatment.
- Requesting Bac Nghe An Irrigation Company Limited: Strengthen inspection, coordinate with local authorities where N2 canal passes through, overcome pollution problems, littering by people. When detecting violations, proactively coordinate with local authorities to handle promptly, and organize regular dredging of garbage congestion points on N2 canal before and during water intake time.
