Voters of Thanh Chuong district request the province to soon have a plan to handle the Che Island - Cau Cau tourism project.

Opening the conference, Provincial People's Council delegate Tran Thi Thanh Huyen - Deputy Secretary of the Party Committee of Dai Dong commune (Thanh Chuong district) reported to voters on the expected content and agenda of the regular mid-year session of 2025 of the 18th Provincial People's Council, term 2021 - 2026. Specifically, at this session, the Provincial People's Council will review 27 socio-economic reports and consider and approve 17 resolutions within its authority.

Delegate Tran Thi Thanh Huyen also reported on the province's socio-economic situation in the first months of the year and tasks and solutions for the last months of the year; results of handling Thanh Chuong voters' petitions before, during and after the regular meeting at the end of 2024 - the meeting in 2025.

With the spirit of democracy and responsibility, many voters expressed their thoughts, aspirations, reflected and proposed many issues under the province's authority.

Voter Le Ngoc Kien (Thanh Thinh commune) reflected: The Tea Island - Cau Cau tourism project has been approved by the province for investment and the enterprise has organized measurement and counting, but has not been implemented for many years, causing waste of land resources and affecting the livelihood of people who do not dare to invest in farming or community tourism, because they do not know when the project will be implemented. The province is requested to unify a specific handling plan for this project to respond to voters and the people.

The issue mentioned by some voters is related to the policy of reorganizing the apparatus; in which voter Nguyen Van Quan (Thanh Thinh commune) requested the province to pay attention to early settlement of the regime for cadres and civil servants who voluntarily apply for early retirement during the commune merger period of 2023 - 2025 and those who will continue to retire from July 1, 2025 when the district level officially stops operating and merges communes.

Voter Nguyen Anh Tuan (Dung town) reflected: Currently, the merger of communes and the implementation of the 2-level government model have resulted in a large surplus of cadres, civil servants and public employees. Therefore, it is recommended that the province has a policy to transfer cadres and civil servants with professional qualifications and aspirations to the Education sector; at the same time, strictly assess professional qualifications, capacity, moral qualities and strict factors. At the same time, it is necessary to maintain the district-level online public service portal to exploit issued documents and promptly issue new accounts, ensuring that professional work of the government and people is not interrupted.

Voter Nguyen Van Tien (Thanh Huong commune) reported that in the commune, there are currently 53 households using land from the former forestry farm that have not been granted land use right certificates. He requested the province to pay attention to removing obstacles and ensuring the rights of the people.

Some voters also raised concerns and worries about how unfinished investment projects and urgent projects will be handled when the district level is abolished and communes are merged. The return of rural power grid infrastructure to people for 16 years has not been implemented and the quality of electricity for daily life is poor; the implementation of the Family Medal and Order regime; extra teaching and learning; policies for non-professional commune-level workers, etc., were also reflected by voters and proposed that the province pay attention.

Explain and clarify many issues that voters have petitioned for

Based on voters' opinions and feedback, at the conference, leaders of Thanh Chuong district's specialized departments and branches received and explained a number of issues under their authority.

Speaking at the conference, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council thanked voters for their responsible and constructive reflections, proposals and recommendations; at the same time, he accepted and explained issues under the province's authority.

Therefore, the important task that localities need to focus on now is to complete the arrangement of the organizational apparatus, while at the same time solving the issues related to the arrangement, assignment and settlement of redundant cadres and civil servants; regimes and policies for people retiring before the age; on the arrangement of public assets; solving unfinished and urgent investment projects...

Regarding urgent projects serving people's lives in the area, the Standing Vice Chairman of the Provincial People's Council affirmed that currently, the Provincial People's Committee is developing a medium-term public investment plan for the period 2026 - 2030 to submit to the Provincial People's Council for consideration and decision in the coming time; with the responsibility of the Provincial People's Council, during the review process, the Provincial People's Committee will propose to put a number of urgent projects in the district into the priority list.

Explaining the voters' recommendations on the return of investment in rural power grid infrastructure and the issuance of land use right certificates to the people; Comrade Nguyen Nam Dinh clearly stated that it must be considered based on the factor of ensuring conditions; when conditions are met, the local government must closely follow the competent agencies to urge the resolution. On the side of the Provincial People's Council, it will be responsible for discussing with the Department of Agriculture and Environment, Nghe An Electricity to pay attention to removing difficulties and obstacles for resolution.
