Voters of Tuong Duong district propose early completion of resettlement projects
At the meeting with voters of the National Assembly Delegation of Nghe An province, voters of Tuong Duong district requested all levels to focus on resolving difficulties and completing resettlement projects in Tuong Duong district.
On the morning of July 5, the National Assembly delegation of Nghe An province met with voters of Luu Kien commune, Tuong Duong district.

Participating in the meeting with voters were delegates of the provincial National Assembly delegation: Hoang Minh Hieu - Standing member of the National Assembly's Law Committee; Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly delegate. Also attending were representatives of the leaders of the Departments of Industry and Trade; Agriculture and Rural Development; Natural Resources and Environment; Labor - Invalids and Social Affairs; and leaders of Tuong Duong district.

After listening to National Assembly delegate Tran Nhat Minh announce the content and results of the 7th session of the 15th National Assembly, voters of Tuong Duong district had many opinions and recommendations to send to relevant levels and sectors.

Voters of Tuong Duong district proposed the following contents: converting the purpose of using forest land to production land and residential land; upgrading and constructing a number of inter-commune roads and roads from the commune center to villages and hamlets; granting land use right certificates to resettled households in Na Cang village (Yen Tinh); promptly resolving the issue of funding to support African swine fever; considering allocating funding sources to support specific associations; supplementing the budget for the activities of the Military and Commune Police; paying for forest environmental services, etc.

Voters of Luu Kien commune reported that the administrative boundary between Luu Kien commune, Tuong Duong district and Nam Can commune, Ky Son district has been recorded and mapped according to Directive 364/CT. However, the situation of people in Nam Khien village, Nam Can commune encroaching on forests within the administrative boundary of Luu Kien commune to take land for production still occurs, causing conflicts, disunity, and potentially becoming a hot spot for security and order. Voters requested the Provincial People's Committee, the Government, and the National Assembly to pay attention and direct the early resolution of the above issue.

In 2012, Pung village, Luu Kien commune was selected to implement the Government's Project 33 on population dispersion. According to the project, 52 households were planned to live at the resettlement site and it was expected to establish Luu Son village. During the implementation process, there was a policy to merge commune and village administrative units, so Project 33 was temporarily suspended.
Up to now, 52 households in the resettlement area of Pung village have built houses and settled down at the planned resettlement site. Therefore, voters requested relevant agencies to guide the commune and village to prepare documents to request competent authorities to consider granting land use right certificates to households in accordance with regulations, and at the same time have a plan to support the cost of measuring and preparing documents to grant land use right certificates to the above 52 households.

In July 2023 and April 2024, in Xoong Con village (Luu Kien), there were 2 fires in the field guard sheds of some households. The fires damaged 4 motorbikes and some other properties, causing panic and insecurity for people in the production and livestock raising process.
After the incidents, the Commune Police reported and the District Police sent professional teams to coordinate the verification and investigation. However, up to now, the District Police have not yet issued a document informing the People's Committee of Luu Kien Commune about the results of the verification and investigation of the above incident. The People's Committee of Luu Kien Commune requested the District Police to pay attention to directing the early verification and investigation to clarify the incident, and at the same time issue a written response so that people can feel secure in their production, avoiding prolonged panic and fear among the people.

Voters in Luong Minh commune reported that 109 households were relocated and resettled in the implementation of the Ban Ve and Xop Chao hydropower projects. Of these, 45 households received support money for relocation and resettlement site leveling, while 54 households have not yet received it. Voters requested that support be considered for these households.

In addition, in 2018, Ban Ve Hydropower Plant released floodwaters, affecting 31 households in Luong Minh Commune. After that, Tuong Duong District implemented an emergency relocation project and supported the affected families. However, after 6 years, Luong Minh Commune still has 12 households without stable housing. Voters requested that authorities consider and promptly arrange resettlement for these households.
After listening to voters' opinions, representatives of local leaders and departments discussed and answered a number of issues within their authority.

On behalf of the provincial National Assembly delegation, delegate Hoang Minh Hieu responded to a number of voters' petitions within his authority, and at the same time, received voters' opinions and petitions to forward to the Government, the National Assembly and relevant levels and sectors for consideration and resolution.
