Standing Vice Chairman of the Provincial People's Council met with voters of Thanh Chuong district

(Baonghean.vn) - On May 20, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and delegates met with voters in Thanh Chuong district.

Provincial People's Council delegates elected in constituency No. 9 met with voters of Thanh Hoa, Cat Van, Phong Thinh, Thanh Nho, Thanh Duc, Thanh Son, Hanh Lam, Thanh My, Thanh Lien communes at the headquarters of Thanh Hoa Commune People's Committee.

At the Conference, on behalf of the Provincial People's Council delegates, delegate Tran Thi Thanh Huyen - Standing Deputy Secretary of the Party Committee of Dai Dong commune, Thanh Chuong district reported to voters on the expected content and agenda of the mid-year regular meeting of the Provincial People's Council; summarized the socio-economic situation of the province in the first 4 months of 2024 and responded to opinions and recommendations of Thanh Chuong district voters before, during and after the year-end meeting of the Provincial People's Council in 2023.

The conference also heard representatives of the District People's Council delegates report on the expected content and agenda of the District People's Council meeting.

In the spirit of frankness and openness, 12 voters expressed their opinions at the Voter Contact Conference.

The issue of granting land use right certificates is of interest to many voters. Ms. Tran Thi Thuy, a voter in My Huong village, Thanh My commune, reported that in the commune, there are 57 households who were formerly workers of Phosphate Company 3/2, and were allocated stable residential land by the Company from 1964 to 1999. In 1999, the Company was dissolved, so the Commune People's Committee implemented land management. The Commune People's Committee has carried out measurement procedures to grant land use right certificates to households, but up to now, some households have been granted certificates, while others have not been granted land use right certificates since then. Voters recommended reviewing and granting land use right certificates to the remaining households. In addition, voters in Thanh Hoa commune also reported shortcomings in granting forest land use right certificates to people, with some households having been granted certificates, while many households have not been granted certificates.

Representing Thanh Son commune voters, Mr. Luong Van Cong reflected on the difficulties in implementing the Program to mobilize, support the construction and repair of houses for the poor and people with housing difficulties in the province (Program 1838) in Thanh Son commune. Voter Cong reflected that according to the Program's Guidelines, to receive housing support, households must have a land use right certificate and must be separated for at least 12 months or more. However, Thanh Son, with the characteristics of the Ban Ve hydropower resettlement commune, in addition to households subject to official relocation, relocated households do not have land use right certificates, many households build houses on their parents' land. Voters recommended removing difficulties and obstacles so that poor households and households with housing difficulties in Thanh Son commune are eligible for support under Program 1838. In addition, Mr. Luong Van Cong recommended maintaining and repairing the remaining part of the road construction project from the District Center to the Thanh Son Commune People's Committee headquarters, which is currently degraded, to meet the travel needs of Thanh Son commune residents.

Regarding the electricity sector, voters reflected on the current situation of the power grid not meeting the daily needs of the people in Thanh Duc commune. Notably, the voters' urgent request to build Khe Tray low-voltage station in Thanh Duc commune has been reflected many times through meetings with voters of National Assembly deputies and People's Council deputies at all levels, but has not been resolved yet.

In addition, some issues reflected and recommended by voters are related to: repairing and upgrading the irrigation system serving agricultural production in Thanh Hoa commune; the slow construction of Tan Long bridge; building a hamlet cultural house to meet the living needs of the community after merging hamlets; purchasing civil liability insurance for motorbikes; the issue of collecting parking fees at schools and at relic sites in the province...

Based on the opinions and recommendations at the Conference, Mr. Le Dinh Thanh - Vice Chairman of Thanh Chuong District People's Committee spoke and explained the contents under the authority of the District People's Committee.
Regarding the issuance of land use right certificates to households who are workers of Phosphate Company 3/2, the Vice Chairman of the District People's Committee said that there are currently problems because the Company has been dissolved but has not yet handed over the land to the local government for management, so the district is facing difficulties in issuing land use right certificates to people. Currently, the district is reviewing the land use of households to synthesize and report to the Provincial People's Committee and the Department of Natural Resources and Environment for handling policies. Regarding housing support for the poor and people with housing difficulties, Mr. Le Dinh Thanh requested voters to comply with the State's regulations on granting land use right certificates, especially in dividing plots and giving them to children to ensure strict land management, as well as ensuring conditions when providing housing support.

On behalf of the Provincial People's Council delegates meeting with voters, Comrade Nguyen Nam Dinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council spoke and discussed the innovation in organizing the regular session of the Provincial People's Council in mid-2024 and shared with voters some more specific information on the results of implementing the province's socio-economic development goals. At the same time, the Permanent Vice Chairman of the Provincial People's Council explained and accepted the opinions of voters under the provincial authority and requested the district to pay attention to resolving issues under the district authority that voters proposed.
