Nghe An voters propose 7 important groups of issues to the Central Committee

(Baonghean.vn) - Provincial Party Secretary Nguyen Dac Vinh affirmed: From the second session, the Provincial National Assembly Delegation will focus more on resolving voters' questions and recommendations.

On the afternoon of October 18, the Provincial National Assembly Delegation had a working session with the Provincial People's Committee to hear about the province's socio-economic situation in the first 9 months of 2016; some recommendations and proposals of the province to the National Assembly, the Government and Central Ministries and branches.

Attending the meeting were comrades Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Standing Committee: Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee, Cao Thi Hien - Vice Chairman of the Provincial People's Council; leaders of provincial departments and branches.

Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation spoke at the meeting.

Reporting on the socio-economic, defense and security situation in the province in the first 9 months of 2016, in addition to some achievements, Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai pointed out some difficulties and limitations. That is, the operation of enterprises is still facing difficulties. In the 9 months, the whole province had 576 enterprises paying tax codes. Weather and natural disasters have affected production, life and property of the people. Some key projects have not yet met the progress requirements such as Vinh urban development project, ports No. 5 and No. 6 of Cua Lo Port; project to preserve and develop medicinal resources... The environment in rural areas and production and business establishments is polluted but has not been thoroughly treated.

The Vice Chairman of the Provincial People's Committee also pointed out some limitations in the social and security fields, such as the sudden increase in preschool students, making it difficult to ensure facilities and teachers. The phenomenon of local surplus and shortage of primary and secondary school teachers has not been completely resolved. The situation of food safety and hygiene violations is still complicated and difficult to control. The situation of workers whose labor contracts have expired but do not return to their home country, staying to work and reside illegally in Korea; illegal immigration across the border is still occurring...

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee made 4 proposals to the Central Government.

Regarding some recommendations of the province to the National Assembly, the Government and the Central Ministries and branches, at the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong raised 4 contents:

Firstly, during the implementation process, there are some documents of the Central Government that lack consistency among ministries and branches, and even conflict between one document and another, causing difficulties for localities. Therefore, it is recommended that the National Assembly and ministries and branches pay attention to reviewing and creating consistency and unity in documents when promulgating.

Second, some central policies were issued but lacked guaranteed resources such as housing support for meritorious people, slow funding caused difficulties for the province such as the Government's Certificate of Merit money authorized for the province.

Third, the second session of the 14th National Assembly will develop the 2017 budget estimate and the medium-term budget estimate plan for 2017 - 2020. Therefore, through the National Assembly Delegation, the province proposed to the National Assembly, the Government and the Central Ministries and branches to allocate more resources for Nghe An to ensure investment, especially to effectively implement Resolution 26 of the Politburo on Nghe An.

Fourthly, with the spirit of innovation and strong determination of the Central Government in directing the resolution of many issues related to removing difficulties, accompanying businesses, food safety and hygiene, environmental pollution, strengthening discipline, administrative discipline..., Nghe An province also proposed that the Central Government continue to direct more resolutely, ensuring discipline in the new situation, as a basis for localities to consolidate and enhance the sense of responsibility of cadres, civil servants and public employees.

Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee reported on some socio-economic situations of the province in the first 9 months of 2016.

Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien raised a number of voters' recommendations under the authority of the Provincial People's Committee.

At the meeting, comrade Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation also informed that through the meeting with voters before the 2nd session of the 14th National Assembly, the Provincial National Assembly Delegation had compiled 7 groups of issues with 35 contents that voters were interested in under the Central authority; 8 areas with 29 contents under the province's authority to resolve.

Comrade Nguyen Thanh Hien also pointed out a number of issues that the Provincial People's Committee and relevant sectors should pay attention to, such as a number of projects assigned to districts and communes that lack capital and are taking a long time to complete; support policies for people affected by the Formosa environmental incident; and environmental treatment of pesticide warehouses in some areas such as Anh Son and Dien Chau is not thorough.

The management of agricultural and forestry land is not effective; focus on directing the handover of rural power grids and policies for meritorious people; implement health insurance and social insurance.

Provincial leaders learn about business activities

After listening to the leaders of the Provincial People's Committee and representatives of the Departments and branches explain a number of issues, on behalf of the Provincial National Assembly Delegation, comrade Nguyen Dac Vinh accepted the opinions and recommendations.

The Head of the Provincial National Assembly Delegation said: The National Assembly Delegation operating and living in the province also hopes to contribute to the common activities of the province, both solving the work in the area, and at the same time listening effectively to opinions and recommendations to reflect and participate in the National Assembly forum. Therefore, the process of implementing the Law and policies in practice is facing difficulties and needs to be proposed for amendments and supplements, the Provincial People's Committee and the sectors need to clarify so that the Delegation has a basis to make recommendations to the Central Government.

Comrade Nguyen Dac Vinh emphasized: National Assembly deputies are elected by the people, so meeting and contacting voters and citizens is a normal and regular activity to fully receive and better resolve people's opinions. Therefore, from the second session, the Provincial National Assembly Delegation will focus more on resolving voters' questions and recommendations.

Comrade Nguyen Dac Vinh also said that it is necessary to innovate the approach between the people and the public authorities and the political system at all levels. For the people, the mentality is to want to immediately resolve opinions and reflections; the authorities at all levels are forced to respond. However, in reality, there are things that can be resolved immediately, there are things that cannot be resolved immediately, or even not resolved at all.

So the role of public authorities is to focus on solving problems for the people. Any problems that have not been solved or cannot be solved must be fully informed and explained to the people. The National Assembly Delegation and the Provincial People's Committee also need to strengthen their coordination in solving problems and suggestions from the people.
