Voter Tran Van Quan (Nghi Loc) said that closely following the developments of this session of the Provincial People's Council, especially the developments at the question and answer session of the delegates, helped him better understand the situation of the implementation of the National Target Programs for mountainous areas and ethnic minority areas in the province. This shows that the Party and State have always paid attention to and prioritized the development of disadvantaged ethnic minority areas by allocating programs, projects and investment capital.
However, in a report before the questioning, the Director of the Department of Finance said that Nghe An is currently not able to balance its expenditures and is still receiving support from the central budget, so it is very difficult. Therefore, the local counterpart funding is still passive. In addition, the province also has to prioritize the allocation of funds for flood prevention, or some other key tasks, so local counterpart resources are mobilized and integrated from many different sources such as regular local expenditures, traffic construction, irrigation, etc.

Especially the implementation of regulations on management mechanisms, decentralization, and delegation of power in the implementation of National Target Programs in mountainous areas and ethnic minority areas. People as well as government officials in these localities will need more guidance and support from authorities and sectors,” said voter Vi Thi Tam in Con Cuong district.

Voter Luu Van Ba in Quynh Luu district said that delegate Que Thi Tram Ngoc in Quy Chau district raised a question that many people are interested in, which is that poor localities without potential, when there is a project but cannot arrange counterpart capital in the year, will the project capital be deducted in the following year or not, if cut, how will it affect the overall implementation of the province's national target program. A delegate also raised a good question, which is "how to arrange enough counterpart capital in the year and bid for projects in a timely manner, in accordance with regulations while the capital is disbursed slowly, by November it is not available" - Mr. Ba said.
Waiting for all levels and sectors to effectively implement solutions
Following the answers of delegates who are leaders of departments and branches, some voters said that with the answers stating solutions to overcome limitations, difficulties and problems at the grassroots level, voters are looking forward to and will monitor how the branches and branches implement them.

Voter Long also expressed that, to overcome this, Mr. Trinh Thanh Hai proposed the basic solution is to stick to the general target to quantify the annual funding target for each project. In 2022, for the National Target Programs, the province's counterpart capital is 302 billion VND, of which the local counterpart capital is 30.2 billion VND. However, the reality is that mountainous and ethnic minority localities are basically unable to arrange counterpart capital, so the province will mainly take charge. The integrated arrangement is calculated from the source allocated to previously approved programs and projects with the same goals, tasks, and locations... and take advantage of support resources from the Central Government.
In addition, voters said that, along with the answer of Mr. Nguyen Xuan Duc - Director of the Department of Planning and Investment, the Department will coordinate with the Department of Finance to prioritize the allocation of counterpart funds for the 3 National Target Programs, especially from applicable sources. Voter Long said: "Voters will monitor to see how the branches and levels will implement the solutions and measures that have been raised and answered by delegates at this meeting. Although we know that it is not easy to implement and there must be smooth, active and effective coordination from top to bottom, voters are looking forward to the fact that in 2023 the problems will not repeat themselves"...
