Vinh City voters: Wards and communes must closely monitor high-rise apartment projects

We strongly agree when the Provincial People's Council brought up the content of planning, licensing, and construction management to question the Construction industry. In particular, from the heartbreaking incident caused by the crane of Truong Thanh Company Limited, the construction unit of the apartment complex and adjacent villas project in Block 5, Truong Thi Ward, causing the death of a student of Le Viet Thuat High School. What voters are concerned about is that the State needs to strengthen the management and supervision mechanism of construction licensing to ensure labor safety as well as environmental issues in residential areas where the project is being implemented.

For Truong Thi ward, there are currently 7 apartment building projects in the ward, 3 of which have been put into use. In the initial management of the project, when investing in the ward, investors did not notify the ward of the commencement date as prescribed in Decree 180. During the implementation process, some investors did not cooperate (did not present documents related to construction permits, did not allow the code team to enter the construction site for inspection).
Meanwhile, the ward code team has 5 members, most of whom are retired officials, so their expertise in construction is limited. In addition, the area is large, the code team is in charge of both traffic safety and urban construction order, so there are still some projects that have not been inspected in time or have been inspected but violations still occur due to limited professional qualifications. The code team leader is still holding concurrent positions, so it is not timely to go to the construction sites to inspect.

To strengthen the management of high-rise apartment building construction, we recommend that departments, branches and sectors must check the existing infrastructure when appraising planning for apartment building projects.
When licensing, a document must be sent to the ward so that the ward People's Committee can monitor and handle projects that do not meet licensing requirements, or the planning must have a document sent to the ward and commune People's Committees for easy monitoring. The Department of Construction Inspectorate and the city's urban management team must regularly coordinate and support the ward People's Committee to inspect projects in the area at least once a month.

Every day we pass by the BMC construction site on Nguyen Thi Minh Khai Street, we feel scared and worried. This project has been stopped for 7-8 years now, but the cranes and scaffolding have not been removed. Previously, there was a protective net, but now, with the naked eye, we can see that the scaffolding and cranes have signs of rust and damage, posing a potential danger to the lives of people living nearby and people passing by.

It is recommended that the leaders of the Provincial People's Council, relevant levels and sectors need to have specific solutions for this project and other similar projects. If construction is not to continue, all scaffolding and cranes should be removed. If construction continues, it is necessary to ensure that there are means of cover and protection to avoid tragic accidents like the one in Truong Thi ward.
