Providing 5 online public services to support workers affected by Covid-19
Implementing Resolution No. 68/NQ-CP of the Government and Decision No. 23/2021/QD-TTg of the Prime Minister, Vietnam Social Security has deployed a series of solutions to best support businesses and employees facing difficulties due to the COVID-19 pandemic.
One of the drastic and effective solutions that this agency focuses on promoting is the application of information technology in a series of public services and the industry's professional processes and software.
This solution is particularly effective, contributing to limiting contact and preventing the spread of the epidemic in the context of the complicated developments of the Covid-19 epidemic, many localities have to implement social distancing. Thanks to that, the Government's practical support policies have been brought to workers and employers facing difficulties due to the pandemic in the most timely, convenient and simple way.
Supplement and timely adjust business processes and provide online public services.
To facilitate employees and employers in the context of the complicated developments of the Covid-19 epidemic in many localities across the country,Vietnam Social Securityhas proactively and actively built processes and adjusted professional software to supplement functions, promptly responding to the implementation of support policies on social insurance and unemployment insurance according to the provisions of Resolution No. 68/NQ-CP and Decision No. 23/2021/QD-TTg. For example, the functions of managing units to reduce the level of occupational accident and disease insurance contributions; confirming the list of participating employees according to the records prescribed in Decision No. 23/2021/QD-TTg sent by units, enterprises and individuals via the National Public Service Portal; managing units to temporarily suspend contributions to the pension and death fund; transferring funds to support training and fostering to improve vocational skills...

At the same time, Vietnam Social Security is stepping up the provision of public services on the industry's Public Service Portal at https://dichvucong.baohiemxahoi.gov.vn and requiring electronic social insurance declaration service providers (I-VAN) to provide them on I-VAN software, including 6 public services: temporary suspension of contributions to the pension and death fund (provided since April 2020 according to the provisions of Resolution No. 42/NQ-CP on measures to support people facing difficulties due toCovid-19 pandemic); support employers in training, fostering, and improving vocational skills to maintain employment for employees; support employees who temporarily suspend the performance of labor contracts, take unpaid leave; support employees who stop working; support employers in borrowing capital to pay for suspension of work, pay for production recovery, and resolve the reduction of occupational accident and disease insurance premiums.
Connecting and integrating to provide 5 public services to support workers and businesses
In order to create the most favorable conditions for employees and employers to access support policies in the spirit of Resolution No. 68/NQ-CP of the Government and Decision No. 23/2021/QD-TTg of the Prime Minister, Vietnam Social Security has coordinated with the Government Office and related units to connect and integrate the provision of 5/7 online public services to support employees and employers facing difficulties due to the Covid-19 pandemic on the National Public Service Portal.
These services include: Support for employees who temporarily suspend their labor contracts, take unpaid leave; stop working; employees who terminate their labor contracts but are not eligible for unemployment benefits; support for employers to borrow capital to pay for suspension of work, pay for production recovery; temporarily suspend contributions to pension and death funds.

To use these public services, employees and employers log in to the National Public Service Portal at https://www.dichvucong.gov.vn, go to the section "Support for people facing difficulties due to the Covid-19 pandemic".
The process of implementing these 5 public services on the National Public Service Portal has been simplified to the maximum. Employees and employers log in, declare and submit documents online on the National Public Service Portal (except for the components of documents and data that have been connected and shared by the National Public Service Portal with the information system, the National Database, specialized databases, and the forms will be electronic).

The National Public Service Portal transfers the digitally signed data to the Social Security agency for confirmation. After receiving confirmation (digital signature) from the Social Security agency, the National Public Service Portal is responsible for transferring the online records of employees and employers to the competent authority for settlement on the provincial electronic one-stop system or the Transaction Office of the Bank for Social Policies. In case the provincial one-stop system does not meet the requirements for allowing the reception of online records, the competent authority for settlement shall receive and update the status and settlement results according to the account issued by the National Public Service Portal./.
