Strengthening the political system of special regions: New changes
(Baonghean) - In recent years, the Party Committees and authorities at all levels in Nghe An province have developed, issued and implemented many policies to build, consolidate and improve the quality of the political system in specific areas. In particular, focusing on strengthening Party cells and developing Party members in blocks, hamlets, and villages with a large number of religious followers, ethnic minority areas, etc.
Through a practical survey of the political system in regions with ethnic minorities and religious people, from the 15th Provincial Party Congress (term 2000 - 2005) to the 18th term (term 2015 - 2020), Nghe An Provincial Party Committee continuously issued resolutions, projects, conclusions, and directives related to the construction of the political system in special regions.
Notably, Resolution No. 18/NQ-TU in 2004 on consolidating and building the grassroots political system in ethnic minority and religious areas; Conclusion No. 10/KL-TU in 2006 on building the grassroots political system in ethnic minority and religious areas; Conclusion No. 09/KL-TU in 2006 on building the grassroots political system in religious areas; Directive No. 20 on continuing to promote the implementation of Conclusion No. 09/KL-TU.
And recently, Project No. 01/DA-TU, dated August 10, 2016, on building Party cells and developing Party members in blocks, hamlets and villages without Party cells or Party members, and blocks, hamlets and villages at risk of no longer having Party cells, for the period 2016 - 2020. Implementing the directive documents of the Provincial Party Committee, Party committees, authorities and organizations from the province to the grassroots level have developed action programs and specific plans to bring about positive changes.

Weak "erasure" efforts, "white" reduction
Nghe An has about 270,000 Catholics, 325 parishes in 211/480 communes, wards and towns; 15 districts, cities and towns have organized religious establishments. In previous years, the rate of villages and hamlets without party members and without party cells in the religious areas in the province was quite high. From practice, localities have proactively implemented many synchronous solutions to "eliminate" villages and hamlets without party members and party organizations.
Yen Thanh is a locality with a religious population of 13%, distributed in 27/39 communes and towns, accounting for 69.23% of the total number of communes in the district. The work of building and consolidating the political system in the religious area is identified by the Yen Thanh District Party Committee as an extremely important task. The focus is on developing party members, building and consolidating party cells, associations and youth unions in villages and hamlets - the level closest to the people and directly implementing and bringing the Party and State's policies into life.
Long Tien hamlet (Cong Thanh commune) has 418 people, of which 95.69% are Catholic. This hamlet has a fairly comprehensive movement in economic development, improving cultural life, and building new rural areas. Talking about the leadership role of the hamlet's Party cell, Party cell Secretary Tran Khac Mai - an exemplary party member said: To have strength, first of all, there must be solidarity, from the head of the Party Committee to each party member must have the same will. In everything in the hamlet, party members must set an example for the village to follow. For example, the implementation of the policy of land consolidation and plot exchange initially encountered difficulties, many people did not agree, but thanks to perseverance in propaganda, mobilization and the pioneering of cadres and party members, Long Tien became the only hamlet out of 7 Catholic hamlets in Cong Thanh commune to successfully implement land consolidation and plot exchange.
During the 2010-2015 term, Long Tien Party cell admitted 5 Catholic Party members, bringing the total number of Party members to 20, not to mention 4 Party members who were reinforced in other merged Party cells. This is also the only Party cell in the Catholic region in Cong Thanh that admitted Party members during the past term.

In hamlet 13 - a Catholic hamlet in Bao Thanh commune, where there are 5 party members who are civil servants and non-professional cadres of the commune, the Party cell determined to focus on leadership through the Front and mass organizations. Based on the resolution on improving the quality of activities of the Front and mass organizations issued by the Party cell, each mass organization has developed specific regulations, plans, and programs of activities associated with doing a good job of mass mobilization.
Comrade Nguyen Trong Cuong - Secretary of the Party Cell of Hamlet 13, Bao Thanh Commune, said: When the organization moves, cadres and party members from thinking to acting are all for the common good, the parishioners are also very supportive. The proof is that in the past, the collection of funds was often "stuck", but in 2016, up to this point, all funds have been guaranteed 100%; people also actively and voluntarily supported more than 1.5 billion VND to build roads, cultural houses...
Comrade Nguyen Viet Hung - Standing Deputy Secretary of Yen Thanh District Party Committee said: Thanks to effective methods, from 30 hamlets that did not meet the conditions to establish party cells, through solutions to develop party members on the spot; increase party members who are full-time, part-time cadres and commune-level civil servants to participate in activities at village and hamlet party cells, Yen Thanh has now "erased" the situation of "no party cells" in religious areas.
As for Quynh Luu district - the area where Catholics account for 16% of the district's population, in 15/33 communes and towns, in 52/406 hamlets, of which 1 commune is all Catholic; 2 communes have 50 - 60% Catholics. The 26th Quynh Luu district Party Congress proposed 5 key programs, including program 4 on "Continuing to build and consolidate the political system of special regions" including regions with religious people and ethnic minorities with many synchronous solutions. Next, the district Party Committee for the new term 2015 - 2020, 27th term continued to issue Resolution No. 04 dated April 22, 2016 on "building and consolidating the political system of religious and ethnic minority regions in the period 2016 - 2020 and the following years".
Up to this point, in general, the grassroots political system in areas with basic religions has ensured organization, from party organizations, government, Fatherland Front and mass organizations from commune to hamlet level. Before 2010, the whole Quynh Luu district had 32 hamlets that did not meet the conditions to establish party cells. However, with the determination of many solutions, up to this point, 22 hamlets have established party cells...
Implementing Conclusion 09-KL/TU dated December 5, 2006 of the Provincial Party Executive Committee (term XVI) on building a grassroots political system in religious areas, currently, localities in the province are increasing 498 party members to 125/168 hamlets to establish party cells, of which 62 hamlets have increased 100% of party members; 13 hamlets have combined activities. |
Building positive factors
For ethnic minority areas, especially 27 border communes bordering Laos, in 6 districts (Thanh Chuong, Anh Son, Con Cuong, Tuong Duong, Ky Son and Que Phong), the Party Committee and the government pay special attention to the work of developing Party members, consolidating Party cells, training and using grassroots cadres, promoting the role of prestigious people as the center of solidarity, the bridge connecting the Party's will and the people's hearts, bringing the Party's guidelines and policies into life.
In Nam Can - a border commune located in the South of Ky Son district with 371 households, 2,100 people of Mong ethnic group living. Thanks to the constant attention to the work of creating a source of training and recruiting party members who are young people, demobilized soldiers, teachers and typical people in the mass organizations, in the 2010 - 2015 term, the Party Committee of the commune recruited 55 new party members, an increase of 83% compared to the resolution target.
In the first 6 months of 2016 alone, 6 comrades were introduced to attend party sympathy classes, 3 comrades were promoted to official party members, bringing the total number of party members to 148. In addition, in arranging leaders, the commune has a policy of choosing party cell secretaries who are experienced and prestigious among the people, and hamlet chiefs who are young, dynamic and proactive.
Mr. Xau Ba Lau - Deputy Secretary of the Party Committee of Nam Can commune said: The experience and prestige of the elderly combined with the dynamism and creativity of the young will add strength to the village movement.
We went to Son Thanh village to meet the Party cell secretary, Mua Va Xenh - a veteran who was awarded the 30-year Party membership badge with decades of experience. Under the leadership of this exemplary "locomotive", although there were only 7 party members, Son Thanh Party cell was classified as having excellently completed its tasks for many years, Mr. Mua Va Xenh himself also received many certificates of merit from departments and branches at all levels; the village's front committee and branches also operated quite steadily.
Sharing about the method, Secretary Mua Va Xenh said: "If cadres and party members properly implement "words go hand in hand with actions", people will listen, believe and follow."

Discussing the work of developing the Party in remote areas, comrade Lu Quang Hung - Deputy Head of the Organization Committee of Ky Son District Party Committee, said: The contingent of cadres and party members of ethnic minorities is considered a solid foundation for the development of the locality. In recent times, Ky Son District Party Committee has enhanced the responsibility and awareness of grassroots party committees in the work of training and creating a source of party members who are elite people living and have long-term attachment in remote areas, ethnic minority areas, students and pupils of ethnic minorities. On average, each year, Ky Son district admits 250 new party members...
In Que Phong district, to strengthen the political system, especially for the four border communes that still have complex problems such as social evils related to drugs, illegal immigration, and Protestantism, the Standing Committee of the District Party Committee resolutely directed the implementation of the projects "Improving the quality of life of Party cells"; "Eliminating weak Party cells"; issued many documents to guide the grassroots; and assigned tasks to comrades in the Party Committee who directly monitor the grassroots Party Committee.
Comrade Lu Dinh Thi - Secretary of Que Phong District Party Committee, said: "The cadres assigned important responsibilities from commune to hamlet and village must ensure the standards of being prestigious people trusted by the people...".
To help border bases consolidate the political system, the Provincial Party Committee has directed mountainous districts to do a good job in personnel work, proactively train and plan cadres, and pay attention to planning cadres from ethnic minorities. At the same time, it issued Directive No. 32-CT/TU in 1999 regulating the tasks and working relationships of border guards to strengthen border communes and wards; Notice No. 1002-TB/TU in 2005 on "Transferring Border Guard Party members to temporarily participate in Party activities in the villages (hamlets) on the western border of Nghe An".
Thereby, 25 border guards were sent to hold the position of Deputy Secretary of the Party Committee of the border commune, 1 person was appointed as Secretary of the Party Committee at the Thanh Son resettlement commune (Thanh Chuong) and 77 border guards were sent to temporarily conduct party activities at the Party cells of the villages and hamlets in the key areas.
The cadres and party members who have been strengthened at the grassroots level are a solid and trustworthy support, helping people develop the economy, improve their spiritual life; live and work according to the law, and not trust or listen to bad people. This is also a human resource that strengthens the "core" role and fighting power of village party cells.
Thanks to that, if in 2006, the ethnic minority area of Nghe An had 52 hamlets without party cells and 8 hamlets without party members, by the end of 2014, 100% of hamlets and hamlets had party cells and party members; the quality of party members improved, the rate of party members classified as having completed their tasks well increased year by year...
From 2011 to the first 6 months of 2016, the whole province admitted 22,765 new party members who are ethnic minorities, of which the district block admitted 4,968 people: Tuong Duong district 1,035 people, Ky Son 906 people, Que Phong 835 people, Quy Hop 630 people.
