It is expected that next October, the Ministry of Home Affairs will submit to the Steering Committee for salary reform the specific contents of the new salary regime and in December, submit to the Government for approval by the Politburo.

This should have been done since the beginning of this year according to Resolution 27/2018 of the 7th Central Committee (12th tenure) on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises.

However, due to the impact of the Covid-19 epidemic, at the 13th Conference, the 12th Central Executive Committee decided to postpone the salary reform implementation date to July 1, 2022.

Senior management salary not exceeding 20 million VND

Therefore, the salaries of cadres, civil servants, public employees and armed forces will be applied according to the old formula: Salary coefficient multiplied by the basic salary, which will only be implemented for one more year.

The basic salary was supposed to increase to 1.6 million VND from July 1, 2020, but due to the impact of the Covid-19 epidemic, the National Assembly agreed with the Government's proposal to postpone the increase in the basic salary and keep the salary at 1.49 million VND from July 1, 2019 until now.

With this salary applied to the salary table of positions according to Resolution 730/2004 of the Standing Committee of the 11th National Assembly, the salary of leadership positions, including senior leaders, does not exceed 20 million VND.

Specifically, the highest salary of the President with coefficient 13.00 is 19.37 million VND/month. The salary of the Prime Minister and the Chairman of the National Assembly with coefficient 12.50 is equivalent to more than 18.6 million VND/month.

The salary of the Vice President of level 1 with coefficient 11.10 is more than 16.5 million VND/month; level 2 with coefficient 11.70 is more than 17.4 million VND/month.

The salary of the Vice Chairman of the National Assembly, Deputy Prime Minister, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy at level 1 with coefficient 10.40 is equivalent to nearly 15.5 million VND/month; level 2 with coefficient 11.00 is equivalent to 16.39 million VND/month.

The salary of a member of the National Assembly Standing Committee, level 1 with coefficient 9.80, is more than 14.6 million VND; level 2 with coefficient 10.40, is nearly 15.5 million VND/month.

The salary of the Chairman of the Nationalities Council, Chairmen of the National Assembly Committees, Ministers, heads of ministerial-level agencies, Head of the Office of the President, and Head of the Office of the National Assembly at level 1 has the same coefficient of 9.70, equivalent to more than 14.45 million VND; level 2 has the coefficient of 10.30, equivalent to more than 15.3 million VND/month.

In addition to this salary, leaders also receive a number of allowances depending on each specific position and field such as: seniority allowance exceeding the framework, allowance for holding concurrent positions, leadership position allowance, regional allowance, etc.

At the end of the year, present the Politburo with a new salary table.

However, by July 1, 2022, the salaries of cadres, civil servants, and public employees in general, and of leadership positions in particular, will change in the direction of abolishing the current basic salary and salary coefficient, and establishing a basic salary with a specific amount in the new salary table.

The new salary table is designed according to the following structure: Basic salary accounts for about 70%; allowances account for about 30%; bonus fund is equal to about 10% of the total salary fund of the year, excluding allowances.

The new salary system is built according to job positions, titles and leadership positions to replace the current salary system; convert old salaries to new salaries, ensuring that they are not lower than current salaries.

Accordingly, 5 salary tables will be developed for cadres, civil servants, public employees and armed forces. Of which, 1 salary table for positions will be applied to cadres, civil servants and public employees holding leadership positions (elected and appointed) in the political system from the central to communal level according to 2 principles.

Firstly, the salary level must reflect the rank in the political system; the salary of a leader must be based on the position held; if a person holds many positions, he/she must receive the highest salary level; if he/she holds equivalent leadership positions, he/she must receive the same salary level; the salary level of a superior leader must be higher than the salary level of a subordinate leader.

Second, it is to prescribe a salary level for each equivalent position; not to classify ministries, branches, departments, committees and equivalents at the Central level when building the salary table for positions at the Central level; not to distinguish different salary levels for the same leadership position according to the classification of administrative units at the local level but to implement it through the allowance regime.

The classification of equivalent leadership positions in the political system to design the salary table for positions is decided by the Politburo after reporting to the Central Executive Committee.

Currently, the Ministry of Home Affairs is focusing on researching and developing regulations on the new salary regime to specify the viewpoints, goals, contents, tasks, and solutions for reforming the salary policy in Resolution 27 to ensure consistency with the economic situation and budget capacity, and submit to competent authorities for timely implementation from July 1, 2022.

It is expected that next October, the Ministry of Home Affairs will submit to the Steering Committee for salary reform the specific contents of the new salary regime and in December, submit to the Government for approval by the Politburo.

The salary table for officials and civil servants from July 1, 2019 to present remains the same.
