Nghe An Provincial People's Council delegates reflect on difficulties in veterinary work at the grassroots level

On the afternoon of December 11, participating in the discussion at group 5, the 17th session, the 17th Provincial People's Council, including Provincial People's Council delegates elected in Con Cuong, Tuong Duong and Ky Son districts.

The draft discussion was led by Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee and representatives of leaders of departments, branches, and localities. Comrade Vi Hoe - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Ky Son district chaired the discussion group 5.

Speaking at the discussion, delegates highly agreed with the contents of this session, and acknowledged the leadership and management of the Provincial Party Committee, People's Council, Provincial People's Committee and all levels, sectors and localities in socio-economic development in recent times, especially in the difficult period of preventing and fighting the Covid-19 pandemic.

In addition, the discussion opinions also reflected concerns and practical problems related to the fields of budget revenue and expenditure management, administrative reform and socio-economic development projects of the Western districts...

Delegate Nguyen Van Hai - Secretary of the District Party Committee, Chairman of the People's Council of Tuong Duong district acknowledged the efforts in managing revenue and expenditure sources in the province for the goals and projects of the Provincial People's Committee. However, the delegate said that some areas need to continue to adjust the budget capital more appropriately, especially in the fields of basic construction, natural disaster recovery... The delegate was also worried about the progress of clean water supply projects in mountainous areas, and the difficulty in preventing and fighting epidemics in livestock farming due to the lack of veterinary staff at the grassroots level.

Delegate Nguyen Dinh Hung - Secretary of Con Cuong District Party Committee proposed that the province should have more practical solutions to promote the forest economy and medicinal herbs under the forest canopy. The delegate also reflected on the difficulties in output for agricultural products, most typically the OCOP products that have achieved stars are also facing difficulties, even though the districts, communes and people have made many efforts to connect and consume the products.

Mr. Nguyen Dinh Hung also reflected on difficult problems related to waste and wastewater treatment, prevention of loan sharking, and participation in multi-level activities in rural and mountainous areas.

Representatives of the leaders of Ky Son district proposed that provincial departments and branches support the acceleration of the transfer of approved protection land to people for economic development; promptly provide capital to implement projects to relocate people in areas at high risk of landslides in the area.

The district also recommended that all levels of the sector have solutions to soon provide electricity to villages and hamlets that do not have access to the national grid, of which Ky Son alone has 78 villages without access to the grid; at the same time, it proposed that the province should study solutions to supplement the grassroots veterinary force to help the government and people in developing key livestock farming, creating jobs, and increasing income...

At the discussion, representatives of several provincial departments and branches explained a number of issues under their authority regarding revenue regulation, forest land conversion, and coordination in drug and crime prevention in border areas.

Concluding the discussion, Mr. Vi Hoe highly appreciated the responsibility of the delegates as well as the participation of departments, branches and localities; at the same time, he acknowledged the recommendations and reflections at the group.Standing Committee of Provincial People's Councildiscuss and consider in future meetings.
