Consulting on the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended)
On the afternoon of September 3, the National Assembly Delegation of Nghe An province held a conference to collect comments on the Draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).

At the 8th session (October 2024), the National Assembly discussed and commented on the draft Law amending and supplementing a number of articles of the Law on Supervision Activities of the National Assembly and People's Councils. Immediately after the session, the National Assembly Standing Committee directed the presiding agencies and relevant agencies to urgently study and organize a number of conferences to collect opinions from National Assembly deputies, People's Council deputies, experts and scientists to have more theoretical and practical bases to serve the work of revising and perfecting the draft law.

At the August 2025 meeting, based on the proposed report of the Standing Committee of the People's Aspirations and Supervision Committee, based on the content, policies and number of articles expected to be removed, amended and supplemented, the National Assembly Standing Committee agreed to expand the scope of amendments towards comprehensive amendments and named the draft Law on Supervision Activities of the National Assembly and People's Councils (amended).
After that, the draft Law was sent to the Government, ministries, central agencies and localities for comments. Up to now, after receiving and revising, the draft Law consists of 5 chapters and 44 articles, 47 articles less than the current Law on Supervisory Activities of the National Assembly and People's Councils. Of which, 55 articles have been removed, 36 articles of the current Law have been inherited and amended, 8 new articles have been added, with a number of important policies and contents on the authority and supervisory activities of the National Assembly and People's Councils...

In Nghe An, the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) has also been deployed to collect written opinions at a number of relevant agencies and units in recent times.
At this conference, representatives of the XV National Assembly deputies of the Provincial National Assembly Delegation, representatives of some specialized committees of the Provincial People's Council... continued to give their opinions on the Draft Law. Some opinions suggested that the process of receiving and revising the draft Law should seriously and fully grasp the policies and requirements of the Party; at the same time, it is necessary to review and update new policies and regulations passed by the National Assembly at recent sessions to ensure the consistency of the legal system; some opinions suggested studying and amending the concept of "supervision" in Clause 1, Article 2 of the current Law to more clearly define the nature, purpose, and subjects subject to supervision by the National Assembly, People's Council, etc.

Some opinions also proposed to supplement regulations on the activities of the Standing Committee of the People's Council to review reports during the period between two sessions of the People's Council to promptly meet the requirements of socio-economic development in the locality, ensuring no interruption during the period between two sessions... Proposed to supplement regulations to increase the publicity and transparency of monitoring activities; proposed to post programs, plans, reports on monitoring results, resolutions, and monitoring conclusions on mass media; some opinions said that the responsibility of media agencies in reflecting the situation and results of implementing monitoring conclusions and recommendations should be regulated...

In her concluding remarks at the Conference, Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Nghe An Province acknowledged and highly appreciated the opinions contributed to the draft Law on Supervision Activities of the National Assembly and People's Councils (amended) by the delegates. After this conference, the National Assembly Delegation of the province will synthesize the opinions and report to the National Assembly Standing Committee for consideration.
